GMC Students emerge in protest against Proposed AIQ

Early Times Report
JAMMU, June 21: The students of Government Medical College on Tuesday staged a massive protest outside GMC Jammu to raise their voice in opposition of the proposed idea of the government to pool 50% of J&K PG seats in the All India Quota. The students were joined by the state team of Youth Congress who protested along with them against the government and extended their support to the medical students. Former Minister J&K Yogesh Sawhney also extended his Support to the Students. Uday Bhanu Chib, President of J&K PYC along with Jahazaib Sarewal National Media Coordinator IYC, Sahil Singh Langeh Gen Secretary JKPYC, Divyansh Jamwal Secretary Jkpyc, Happy Randhawa DYC President, Ashutosh AYC President and other Youth Congress leaders were present in the protest.
Despite the rains, the premises of GMC Jammu were thronged by students who were firm on their demands which they observed was an affront on their rights. Youth Congress members too ensured their presence at the protest and participated in the demonstration saying that the proposed policy is a wrong move and would go against the welfare of medical students in J&K. The students raised the following points in context of the AIQ implementation in J&K. MBBS Students and Aspirants said pooling PG seats in All India Quota at this juncture would be of severe damage to the aspiring PG candidates of J&K as it would drastically reduce the number of UT seats which is already meagre. They further added that the UT administration is mulling to participate in the All India Quota for PG seats for 50 percent of its total seat capacity from 2022. "UT of J&K currently has a very small pool of PG seats comprising a few hundred seats unlike other States of India which participate in All India Quota and have thousands of medical PG seats", said one of the protestors.
Also speaking in favour of the medical students, Uday Bhanu Chib State Youth Congress President stated that we cannot let the government take opportunities from our students through ill-thought policies and demand the government rolls back this decision. There are many disadvantages and consequences that medical students in J&K would have to bear as a result of this policy and we do not stand for it. Unlike other states of India, there are no bondage rules in existence for medical postgraduate programmes in the UT of J&K, PG scholars from other states would not contribute to the overall no. of specialists in the state resulting in a loss to the citizens of Jammu and Kashmir. Doctors belonging to J&K, pursuing PG programmes in different state colleges of India would have to be substantiated by subscribing to a working bond of 4-6 years." "This would consequently reduce the doctor-patient ratio in the region drastically which is already very grim" he added.
The students further stated "If the proposal is implemented in All India Quota, 50 percent seats from GMCs and 100 percent seats from SKIMS would be filled through the same, only 172 seats would be reserved for the domiciled aspirants of J&K rendering a loss of 350 seats out of the total 542 seats available" another student added. They further explained that MBBS courses have been started at five newly constructed Government Medical Colleges i.e GMC Anantnag, GMC Baramulla, GMC Rajouri, GMC Doda and GMC Kathua but no PG seats have been allotted to these colleges yet.
The protesters stated that experts say the increasing number of MBBS graduates from the UT, which has roughly grown by many times in recent years necessitates the availability of more PG seats to be made available to the UT exclusively for proportionate accommodation. We can also not ignore the fact that the people in our UT are multilingual, mostly fluent in dogri, pahadi, kashmiri, especially in rural areas. Since the doctors will be coming from other states, there'll be a huge communication gap hindering proper health care and diagnosis.
The students through their protest urged the UT administration to delay the pooling of PG seats from UT of J&K in All India Quota until PG seats are allotted to new Medical Colleges so that Medicos as well as the general population of j&k is saved from the major healthcare catastroph.
