Demand of restoring ‘Dogra Certificate’ to Jammu residents gains momentum
5/13/2023 10:26:49 PM

Early Times Report

Jammu, May 13: Amid efforts of some political parties to create fear about ‘identity crises’ in the Jammu region after the abrogation of Article 370, demand for restoring the Dogra certificate gained momentum in this part of the Union Territory.
Before 2011, residents of the Jammu region used to get Dogra Certificate.
The identity of the ethnic Dogra minority was ‘bulldozed’ on April 28, 2011 when the then coalition government of the National Conference and Congress had stopped issuing Dogra certificates to the natives of this region.
People believed that the Dogra identity was brutally demolished on the day when the NC-Congress coalition government had stopped issuing Dogra certificates in the year 2011. It was all due to threats to hardcore Hurriyat leader Sayeed Ali Shah Geelani that the then state government had stopped the decades old provision.
On April 28, 2011 the then coalition government headed by Omar Abdullah had announced to revoke the order of issuing Dogra certificates to the people living in the Jammu region.
Dogra’s identity was bulldozed by these parties just to appease separatists.
Some people alleged that even during the PDP-BJP regime this certificate was not restored due to the pressure of separatists. It was all due to pressure from PDP that the BJP ministers in the Mehbooba Mufti led coalition government had shamelessly abandoned this issue relating with the identity of the people of Jammu region.
Inhabitants of Jammu region were entitled for getting Dogra certificate which provided them some relaxation in Army and para military recruitments. As these certificates were issued to all Dogras-irrespective of their caste, creed, religion or colour, Hurriyat leader Sayeed Ali Shah Geelani opposed it. Peoples Democratic Party (PDP) had also joined separatists to oppose the issuance of the Dogra certificate.
All residents of Jammu division irrespective of ethnicity, cultural background and mother tongue were classified as Dogras, provided their forefathers were residents of Jammu Division prior to 1944. However, the cutoff date of 1944 was not applied to displaced persons of PoJK who will also be eligible for the Dogra certificate.
