SIU executes proclamations against 5 terrorists involved in target killings

Srinagar, May 22: A Special Court designated under National Investigation Agency (NIA) Act issued proclamation orders against five active terrorists involved in various terror crime and target killing cases including killing of lady teacher Rajni Bala and Bank Manager Vijay Kumar in Jammu and Kashmir’s Kulgam last year.
The two minority community members were killed in two seperate attacks last year.
Rajni Bala, a resident of Samba in the Jammu region, was killed on May 31, 2022 in the Gopalpora area of Kulgam where she was posted as a teacher. Days later on June 2, bank manager Vijay Kumar hailing from Rajasthan was shot dead in the same district.
The proclamation orders by the Kulgam court were issued under section 82 CrPC, officials said.
A police spokesman said that the proclamation notice was issued by the Kulgam court on the request of J&K police’s Special Investigation Unit (SIU) Kashmir.
The proclamation notices were issued against Arjumand Gulzar alias Hamza Bhuran of Kharbatapora Ratnipora Pulwama, Bilal Ahmed Bhat of Chaki Cholend Shopian, Sameer Ahmed Sheikh alias Kamran Bhai of Chaki Cholend Shopian, Abid Ramzan Sheikh of Chotipora Shopian and Basit Amin Bhat of Frisal Kulgam.
Before issuing the proclamation, the Court had already issued open ended non-bailable warrants (NBW) against all these terrorists.
The proclamation orders have been read in the conspicuous places of their native villages and copies of orders pasted in conspicuous places of their residential houses and conspicuous places of their villages as well.
“Before initiation of further proceedings under law against these terrorists, the Court has given them a chance to surrender before the Court or investigation agency,” officials said.
The teams of SIU went to the villages of five militants in Kulgam, Shopian and Pulwama districts alongwith local police and magistrates for execution of proclamation notices during these proceedings.
