As reported earlier, before the announcement of the Model Code of Conduct the Union Government is going to announce some major decisions to pacify the agitating groups of Ladakh.
The sub-committee of the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA), alongside legal and constitutional experts, convened with the High Power Committee (HPC) of the Ministry of Home Affairs to advance ongoing dialogue efforts. Today's discussions focused on the implementation of select provisions of the Sixth Schedule within the Union Territory of Ladakh.

In addition to deliberating on the Sixth Schedule, the Sub-Committee addressed matters concerning Statehood and the establishment of a dedicated Public Services Commission (PSC) for Ladakh. Notable members included Thupstan Chhewang, Chhering Dorje , and Nawang Rigzin Jora from LAB, as well as Qamar Ali Akhoon, Asgar Ali Karbalai, and Sajjad Hussain from KDA. Pawan Kotwal, Advisor to the Lieutenant Governor of Ladakh, along with MHA's Joint Secretary (JKL) and Director/Deputy Director (Ladakh), served as members of the Sub-Committee.
This marked the fourth meeting within a span of three months between the MHA and representatives from LAB and KDA. Prior to this, two sessions of the High-Powered Committee (HPC), chaired by Union MoS Home Nityanand Rai, took place in New Delhi on December 4 and January 19, respectively. Additionally, a meeting of the Sub-Committee occurred on February 24.
Previously, LAB and KDA had presented a comprehensive four-point agenda to the MHA, encompassing Statehood, the Sixth Schedule, the establishment of a dedicated PSC, and the allocation of two Parliamentary seats for Ladakh. However, considering the current freeze on Parliamentary seats until 2026, LAB and KDA have deferred their insistence on the latter demand.
