Jehangir Rashid Early Times Report SRINAGAR, Nov 20: For the past three months or so a report submitted by a committee formed to look into the issue of fixation vis-à-vis seniority of the employees in the Jammu & Kashmir Assembly Secretariat is gathering dust in the office of Secretary of the Assembly. Sources told Early Times that seniority in the respective class/cadre of the employees in the assembly secretariat has gone topsy-turvy and most importantly promotion of 70 odd employees to next higher level is pending since the last one and half years. They said that there is a virtual stagnation with the promotion being denied to the employees. “A report of the committee is gathering dust for the last three months or so in the office of the Secretary Legislative Assembly. Barely two months after taking charge the incumbent Secretary ordered for the issuance of seniority list of both Gazetted and Non-Gazetted employees of the secretariat,” said sources.
