JAMMU, Dec 11: Owing to lack of consensus between the Union Government and State Government over an important project of Ministry of Human Resource Development (MHRD) the 'Girls Hostel Scheme' is hanging in fire for the last over 3 years.
According to sources, Jammu and Kashmir Government in 2009-10 sent a proposal to Ministry of Human Resource Development, Government of India (GoI) for construction of 59 hostels. Consequent upon this, 19 hostels were recommended on 13.11.2009 and an amount of Rs 3.63 Crores was released in two installments during the year 2009-10 (Rs. 3.44 Cr) and 2010-11 (Rs. 0.19 Cr).
Early Times learnt from sources that following this, State Government invited tenders from different departments including Jammu and Kashmir Project Construction Company (JKPCC), R&B Department and Public Works department for the construction of 19 hostels in the Educational Backward Blocks of the state, but all the construction companies denied to work on the rates fixed by the State Government.
Further revised proposal for 68 hostels (including 19 already sanctioned) was sent to the Ministry, but in short of certain documents like building designs as scheme norms, detailed cost estimates, the proposal was placed before the Project Approval Board (PAB), MHRD, Government of India (GoI) in its meeting held in June 2012.
Director RMSA, Jammu and Kashmir, Shamim Ahmed Leharwal, when contacted by Early Times said that the State Governing Council (SGC) is in progress to fix the cost estimates and some other documents needed for the construction of hostels under the same scheme in the educationally backward blocks of the state.
Pertinently there are a total of 97 Educational Backward Blocks (EBBs) in the State of Jammu and Kashmir and under the same scheme with same rates; construction of the hostels has been done in other states, but J&K is yet to start the construction.
