Left state in mess to make 'life difficult' for new dispensation

SRINAGAR, May 18: As the PDP-BJP coalition is about to complete three months in power, it's grappling with host of issues and is trying to put the state back on track. The mess created by the erstwhile NC-Cong regime is not allowing the present dispensation to settle down.
Sources told Early Times that ousted Omar Abdullah led regime has left most projects and other works incomplete. "Many projects were started and then left half way," said a source.
"The new dispensation either has to complete these projects or has to dump these. If these projects are dumped the money which has been spent on these would go down the drain," he added.
Fate of many schemes which were funded by the central government, according to the sources, is hanging in balance as the previous regime sitting over these schemes led to the funds getting lapsed. "These schemes cannot be undertaken till centre sanctions more funds," they added.
Sources said that had the previous regime paid due attention towards the development and had it utilized all the resources properly JK would not have been in a mess today. "After the results of Parliamentary elections were declared last year and National Conference failed to open its account Kashmir the then Chief Minister Omar Abdullah tried to control the damage by making such moves which were not financially feasible. "The funds which were available for other schemes were diverted towards other ventures which were not feasible just to satiate the ego of the former Chief Minister Omar Abdullah," sources said, adding, "Hasty decisions of the former CM has left the new government in a mess. It seems after NC drew a blank in parliamentary polls Omar had realized that his party has no chance to form the new government. He left the state in mess to create problems for the new dispensation. Had he (Omar) been a statesman he would have acted in a matured way to ensure that state doesn't suffer even if his party loses," the source added.
Referring to the rehabilitation of the flood victims, the sources said, "The over ambitious Rs 44000 cr rehabilitation package was prepared in a haste and it had too many loop holes. Omar and his party politicized the rehabilitation of the flood victims to derive political mileage out of it. After sending the proposal to the central government NC-Cong regime gave an impression that people whose houses have been destroyed due to floods would get at least Rs 9 lakhs as compensation. They wanted to sell this figure to get votes but this move also backfired."
He said after forwarding the Rs 44,000 crore package state government didn't make any efforts to follow it up. "Even the queries raised by the Ministry of Home Affairs were not answered. Secondly, there were items in that proposal which nobody would have accepted. State government had not mentioned resource gap of the state, which is mandatory to get any relief from the centre," the source added.
He said, "The funds which the present regime would get from centre in coming days would be first utilized to clear the liabilities which have been left by the ousted NC led regime. New works can be taken up after the pending liabilities are cleared. The centrally sponsored schemes which have been left half way by the previous regime face the threat of becoming a history as the Omar Abdullah led regime didn't make any serious effort to ensure that state gets benefitted due to these schemes."
