SRINAGAR, June 22: J&K State Advisory Board for Welfare and Development of Backward Classes has been caught with its pants downs. Its website has not been updated from last more than two years.
Details available with Early Times reveal that the website of the Board shows Mehbooba Mufti, who lost her Chief Ministerial post more than a year ago, as J&K's Chief Minister.
Likewise, Sajad Lone's name and photograph still continues to be there on the Board's website with title of J&K's Social Welfare Minister. Even former MoS Asiya Naqash' name with photo still exists on the website.
The Board website www. http://www.jksabwdobcs.com in its 'about us' and 'organizational chart' links still has Mehbooba Mufti's name with her photo. Mehbooba as CM was chairperson of the Board more than a year ago when she was the Chief Minister. Right now, Governor Satyapal Malik is chairman of the Board while Khurshid Ahmad Ganai, Advisor to the Governor, is Board's vice-chairman.
As reported already by Early Times, despite spending hundreds of crores on construction of road projects annually in Jammu & Kashmir, the Pradhan Mantri Gramin Sadak Yojna (PMGSY) has not been able to create separate websites for the office of its Chief Engineers in Kashmir and Jammu division respectively.
In an RTI reply, PMGSY Executive Engineer Budgam has accepted the fact that Chief Engineer's office in Kashmir has no website. Information seeker namely Syed Farhat, a resident of Surasyar, Chadoora had filed an RTI application in the office of PMGSY Chief Engineer Kashmir last month to get some information about a road project from Chadoora to Branwar. Farhat had alleged that substandard material was being used in the road project especially the retaining walls, drains etc have already cracked.
In addition to it Farhat wanted to know implementation of section 4 of J&K RTI Act 2009 wherein all government offices are supposed to have a well maintained official website so as to upload various public information including DPRs of projects and other details of works being taken up by engineering departments.
As the DPR of the Chadoora Surasyar Branwar road was not available anywhere, Farhat sought same under RTI and also sought the details of PMGSY's official website in Kashmir and method and manner of making pro-active disclosure of information under section 4 of State RTI law. To this PIO/ Executive Engineer PMGSY Budgam absurdly replied: "Chief Engineer PMGSY Kashmir is not having any official website. Technical Officer to Chief Engineer is the public information officer (PIO) in the office of Chief Engineer Kashmir who can disclose information under JK RTI Act 2009."
It is worthwhile to mention that most of the links of the official website of the Advisory Board for Backward Classes are not working at all and no information is available after clicking different links.
