Will J&K also be brought under the ambit of one nation one election law?

Jammu, June 22: The BJP-led NDA Government is, it appears, determined to bring a bill on one nation one election. The Prime Minister has already held a meeting with opposition parties to evolve consensus. Most of the political parties have endorsed the idea. The President of India in his address to the both Houses of Parliament on Thursday also advocated the need for one nation one election law saying it was a must in the larger interest of the nation. What has promoted the BJP-led NDA Government to go in for one nation one election regime is its belief that synchronous elections move will cut costs and travel of election observers and security forces.
However, the question to be asked is: Will the one nation one law, if adopted by the Parliament, also bring J&K under it ambit? Why this question? This question is because the life of the J&K assembly, unlike the life of the assemblies across the nations is 5 years. In J&K, the life of the assembly is six years.
Not that the life of the J&K Assembly was not five years; it was five years before 1977. The Sheikh Abdullah Government adopted the 42nd constitutional amendment that had enhanced the life of the Lok Sabha and assemblies from 5 to 6 years. It was done during emergency, which the then Prime Minister Indira Gandhi had imposed in 1975 to save her chair following the Allahbad High Court's verdict that had unseated her. The 42ndamendment was adopted in 1976.
In 1977, the Morarji Desai Janata Party Government reversed the decision of Indira Gandhi and again decreased the life of the Lok Sabha and assemblies from 6 to 5 years. However, neither Abdullah nor others, who succeeded him, adopted the 1977 amendment decreasing the life of the Lok Sabha and assemblies from 6 to 5 years. In 2007, the Panthers Party MLAs did move a Private Member's Bill on the life of the assembly but the coalition government of Ghulam Nabi Azad ably supported by the NC, the PDP, the PDF and the CPI-M rejected the said bill.
