Non-local IAS Babus prefer New Delhi, cite posting issues in J&K | | | Syed Junaid Hashmi JAMMU, Apr 5: Jammu and Kashmir seems to be fast turning into a destination least favoured by direct recruits and non-state subject IAS officers. In the latest instance, 1999 batch IAS officer and Secretary School Education Hridesh Kumar who is also acting Chairman of Jammu and Kashmir State Board of School Education (SBSE) is proceeding on training. Sources said that Hridesh who after return from inter-cadre deputation in January 2013 was posted as Secretary School Education in March 2013; had been making consistent efforts to return to New Delhi. Since Central deputation was not possible, sources said that he managed to get out by requesting the Government to spare him for attending a training course. Hridesh is returning within 1 year of his return to the state cadre. 1986 batch IAS officer Lokesh Dutt Jha, who joined back recently preferred to be posted as Principal Resident Commissioner (PRC) in New Delhi over returning to the state. Lokesh Jha, according to sources did not want to return but since he could not manage to get his deputation tenure extended, he had no option but to return to the state. Though it is not known, why Jha preferred to be in New Delhi, sources assert that a word has gone out that state Government prefers locals over non-local officers. A look at the administrative set-up explains all. IAS officers are given second preference in the matters of transfer and posting, said an officer. If the sources are to be believed, 1987 batch IAS officer Pradip Kumar Tripathi, who has joined in the GAD, is also proceeding on leave. Gossip corner in the Civil Secretariat are abuzz with the news that 1986 batch IAS officer Rakesh Kumar Gupta had been assured of being assigned task of Finance Secretary but when he returned, he was immediately posted as Principal Secretary to Governor N.N. Vohra. From those who have returned recently, the only exception is 1992 batch IAS officer Ashok Kumar Parmar. If the sources are to be believed, he is being considered for the job of Secretary School Education. This is despite the fact that rumour mills have been talking about possibility of Deputy Chief Minister and School Education Minister Tara Chand preferring Director School Education Tushar Kanti Sharma for this job since Sharma is a Secretary level officer working on a lower post. If Tara displaces Sharma, Special Secretary School Education Department Choudhary Rashid Azam Inqalabi is tipped to take over as Director of School Education department. If Tara Chand prefers Sharma over Parmar which is highly unlikely, sources asserted that Parmar would be either sent to Technical Education department or to ARI and Trainings. It needs to be mentioned here that Parmar served the Health Ministry in New Delhi for a long time. "Why would somebody go to J&K? There is this state, non-state subject issue. Ministers prefer local officers and hence, we are made to serve at positions where we are unable to contribute much. Our experience and expertise is never taken into consideration. A man having expertise in finances is sent to department where he fails to give his best. We are not treated well," said an IAS officer seeking anonymity. He added that Chief Secretary Iqbal Khanday being a direct recruit IAS officer should take extraordinary care of his colleagues and subordinates. |
