Early Times Report

Srinagar, Aug 10 : With the Jammu and Kashmir Cements Ltd facing tough challenge for its survival, a blue-eyed official of Jammu and Kashmir government is leaving no stone unturned in turning this state owned profit making corporation into a 'ruined house'. Rakesh Sharma, who was recently appointed as Managing Director Jammu and Kashmir Cements Ltd managed to get his posting with the blessings of one of the ministers of National Conference led government despite the fact that he was not eligible for the post. He, according to the sources would not have been appointed on this post, if the Sate minister had not backed him. Sources further informed that the rules and regulations of the State Government make it clear that an official of the rank of chief engineer can only head this prestigious state owned corporation. According to the insiders, he after assuming his office took many disastrous decisions including the decision of importing coal from outside the country. They added that he bought third grade coal from outside, though at comparatively, lower price but the coal has created more problems for the cement units than being of any help. Insiders maintain that compared to the coal which the JK Cements used to purchase from national coal manufacturing companies, double the quantity of this imported coal is used for production purposes. Sources further told that the imported coal has increased burden on the corporation and workers have begun pleading for purchasing coal from national coal manufacturing companies. They further say that some bureaucrats with the help of one of the minister are helping him for fulfilling his aims and ambitions. Officials do not hesitate in saying that the wrong polices of the Managing Director could prove disastrous for the corporation's financial health when it is already witnessing slump in its annual turnover. It needs to be stated here that a unit of the corporation has, remained defunct for many months in the past and recently it was again stopped production due to the mishandling of the Managing Director. Meanwhile, the J&K Cements limited employees have appealed Chief Minister Omar Abdullah to save JK cements from at the hands of 'incompetent Managing Director. "It is unfortunate that the government has posted blue eyed person as JK cements head. The officers basically from non technical cadre without having any knowledge about the cements not only have troubled the scenario of the corporation but also have paralyzed the function of the plant," Insiders said and added that the officer is also making transfers and promotions of the officials in wholesale manner without following rules and regulations" they said.
The Managing Director J&K Cements Ltd Rakesh Sharma did not respond to the repeated phone calls, however minister for Industries and Commerce Sajad Ahmad Kichloo said that he will look into the matter.
