| FMPHWs allege gender discrimination in promotion mechanism | | | Early Times Report
SRINAGAR, Aug 14: As female multi purpose health workers (FMPHW) of Health and Family Welfare Departments recruited since 1970 allege 'gender discrimination' in promotion mechanism, authorities in Health Department say 'recruitment rules does not support their promotion quota'.
Around 3000 FMPHWs of Jammu and Kashmir divisions working since 1970 in Health and Family Welfare Departments while alleging gender discrimination in promotion mechanism said that male counterparts of both the department who are working with them were promoted once in their career but only FMPHW's for unknown reasons have been denied their due share of promotions despite formal requests to authorities and protests across the state many a times.
"Male counterparts junior to us in service were promoted from MPHW to extension educator and FMPHW's among whom hundreds have reached to retirement age are denied justice, such actions of Government only indicate that it is a male dominates society where weaker sections are suppressed," said President FMPHWs of J&K, Neelofar Shabir
Document details in possession of Early Times reveal that on 29/12/2007 according to one order number 288NC of 2007 Government promoted seven male MPHW's to the posts of health educator, according to another order number 631 HME of 2007, four male MPHW's were promoted to the posts of health educator and on 3/12/200 according to order number 249/NC of 2007 Government promoted seven Class IV employees to the posts of BHW of different Districts, besides according to Neelofar Shabir many other male MPHW's were also promoted secretly and matter got exposed only after they came to know that some male MPHW's had approached court in support of their demand and have got Promotion and many other male MPHWS are also approaching court without informing of FMPHW's of both the departments.
Besides coming on roads many a times which include attempts of secretariat 'Gherao' in Kashmir and Jammu as well, FMPHW's fighting to get their due share of promotion according to document details have formally approached to timely placed Health Ministers, Directors, Health Commissioners and other concerned officials of the department of Health and General Administration Department, however according to these FMPHW's due to gender bias female folks of both Health and Family Welfare Departments are made to suffer deliberately by authorities in power for the reasons better known to them. "Salt to the injury at present is that from last ten months we have not been given salaries and I must say only human being living in this society can understand how badly one suffers when he has no other source income except his/her monthly pay of services," said one elderly FMPHW.
On contacting Director Health services Kashmir, Dr Saleem-ur-Rehman said that 'recruitment rules of FMPHW's which comes under SRO-20 does not support promotion in favor of FMPHW's' and added that 'Government promotes as per available vacancies in the department.' |
