Bashir Assad Early Times Report Jammu, Jan 17: As the confusion prevails over government formation in Jammu and Kashmir, officials at civil secretariat, highest seat of power, here have nothing to do and they pass their time by discussing the contours of the next dispensation. Having no work to do following the constitutional crisis in the state, babus discuss the permutations and combination of the prospective PDP-BJP alliance in the state. The administrative machinery is literary out of gear as there are no ministers in the secretariat. Bureaucrats and senior officials are having a field day. Apart from routine exercise of putting notes on some files, the officials have got really nothing structural to do. No finances, no policy matters, no emergencies and of course no monitoring. "What can be done in such a chaotic situation? I know people are suffering immensely but what can we do," said a senior bureaucrat wishing anonymity. He said the secretariat cannot take policy decisions involving financial services. "There has to be some mechanism in place to deal with the kind of situation the state is facing" said the official. He said non-availability of funds have further worsened the situation. "We are facing both political as well as economic crisis, however, economic crisis could be managed if there is a political dispensation at the top which is nowhere in sight as yet," he added. |
