Nepotism: blue eyed boy gets salary during study leave
"Registrar SMVDU negates his own order'

JAMMU, Jan 20: It might sound strange but it's a fact that money offered by pilgrims to Shri Mata Vaishno Devi Shrine Board for development is getting misappropriated as blue eyed faculty members at Shri Mata Vaishno Devi University, Katra are getting salaries even during study leave.
Sources informed Early Times that Vice-Chancellor Prof S K Jain granted study leave to one Aditya Kumar as 'special case' that itself makes the motive crystal clear that rules have been violated willfully. "The violation has been made with back dated effect cumulating to nearly one and half month back in the name of Post facto from August 4, 2014. This is clear from order number SMVDU/Adm/Esstt/11/15-16, dated April 4, 2014 issued by Registrar Ajay Khajuria who joined SMVDU after completion of his one year of re-employment in JK Government in February 2014 from Feb 2014 to Jan 2014", documents in possession of ET reveal.
As per the notified leave rules of University the study leave is to be granted to entry level Assistant Professor-15600-39100 AGP 6000 and not to those appointed in violation of UGC rules in Rs 37400-67000 AGP 9000.
Even to these faculty members also, only Syndicate/ Executive Council can sanction study leave and VC is not at all competent to do so that too for a "blue eyed boy" whose appointment for lack of PhD is already sub-judice in High Court of Jammu & Kashmir.
Teacher strength is also to be considered when such decision is taken. But fact remains that Vice- Chancellor ignored this too and allowed the blue eyed boy to proceed on study leave.
Documents in possession of Early Times reveal that University had issued an order SMVDU/Adm/Esstt/14/1669-76 dated September 26, 2014 that reads that University is not liable to release the salary amount exceeding Rs 79,000 during study leave.
However, the Registrar SMVDU Katra, Ajay Khajuria contested the documents in the possession of Early Times saying norms allow to pay salary to any employee while he is on study leave.
