Early Times Report

JAMMU, Jan 31: By shuffling blue eyed officers who used to enjoy political patronage, the Governor N N Vohra has sent a strong message across the bureaucratic circle by shaking-up civil and police administration.
Sources told Early Times that though the previous government had assigned key postings to some of its 'blue eyed' officers in civil and police administration just before the commencement of the Assembly poll process in order to give them undue benefits while those who have no political connections were removed from key posts.
"After the Governor's rule was imposed in the state, the first thing N N Vohra did was to remove those officers who were adjusted in the hierarchy on political recommendations while did justice with those efficient and honest officers who were sidelined by the previous regime by accommodating them on prime postings," said sources.
"The political backing of some of the officers could be gauged from the fact that IPS officer Alok Kumar against whom a case of graft had been pending was appointed as DIG SKR, Anantnag on October 16 last as his name was recommended from New Delhi, however, Governor Vohra transferred Kumar as DIG Traffic Kashmir," they added.
Sources said that there are other officers who were shunted out in the recent administrative rejig wherein as many as 123 officers were transferred from their present place of postings.
"Nissar Ahmad, who had been posted as DIG Traffic Jammu by the previous government, was transferred as DIG Doda-Kishtwar-Ramban range while Juber Khan, who had been posted as Superintendent of Police (SP) Baramulla, was assigned the responsibility of JKAP 9th Battalion as the officer was made incharge of a district for the second time," said sources.
"Abdul Wahid Shah, who was made SP Shopian after shifting him from Avantipora by the Omar led NC-Congress coalition government... Now, in the fresh order Shah was made incharge of SDRF's Ist Battalion as he also remained head of two different districts twice… Similarly, Pawan Parihar, who was posted as SP Kathua on the reference of senior Congress leader was transferred as SP Human Rights, CID Headquarters," they added.
Some more officers, who were assigned key posts by the previous regime and which prominently figured in the list include Tahir Salim, who was removed as SP Avantipora and transferred as SO to ADGP Security.
While dealing fairly with officer like Randeep Kumar, the Governor's order sent him to Ramban as SP from the responsibility of SP Anti Hijacking as the officer was being denied a suitable posting for quite a long time.
Shailendra Kumar, who was previously transferred from the post of SP Srinagar West and was assigned the duty of AIG CIV, Jammu by the NC-Congress government now has been made SP Kargil.
Moreover, IAS officer Kumar Rajiv Ranjan was transferred from Forest Department and given the charge of DC, Kupwara while Bashir Ahmad was assigned duty of Director Rural Development Department after transferring him from the post of Director, Libraries.
