Rs 113 Cr JKCA scam stares at Dr Farooq's face
Investigating agencies to expedite probe

Srinagar, Feb 3: The Rs 113 Crore scam in Jammu and Kashmir Cricket Association (JKCA), involving the National Conference patron DrFarooq Abdullah, which was pushed under the carpet by the ousted National Conference-Congress regime for the obvious reasons can put the ailing NC patron and other members of the JKCA in trouble as investigating agencies are exploring the possibilities of expediting the probe in the case.
Pertinently, more than two years have passed since the alleged involvement of the NC patron in the cricket scam came to fore but the case was not pursued due to NC being in power.
It was on November 24, 2013 when a New Delhi based news organsaition published its detailed report over the scam in Jammu and Kashmir Cricket Association (JKCA) with investigations affirming direct involvement of DrFarooq who is the father of the former JK chief minister Omar Abdullah.
The news organisation had claimed that Dr Abdullah, along with nine JKCA office-bearers, are offenders under Sections 406, 168 and 120-B of the RPC for making the sports body a lending agency and for operating many bogus accounts.
Name of Dr Abdullah figured at No. 5 in the FIR No. 27/2012, the investigators were specifically told to go slow.
Sources informed that even the FIR was kept confidential.
The then chief minister and son of DrFarooq after sensing trouble for his father had reportedly slowed down the process of investigation into the case, fearing public resentment.
No one was arrested for his involvement in the scam even the arrest one accused would have made police legally-bound to file charges within 60 days of his arrest.
Last year in November, PDP took strong note of the reports of prima facie evidence of involvement of former Union Minister DrFarooq in JKCA murky dealings. While reacting to the reports the PDP chief spokesman NaeemAkthar had said, "If it had happened anywhere else, all of the involved would have been in jail."
He added that this is another instance that NC has targeted youth. "They did not spare even the sports facility for the youth. Police should immediately prosecute the guilty as the case is proved beyond doubt," Akhtar had demanded.
Earlier, last year ,the former JKCA chairman Mohammad AslamGoni while demanding a thorough probe into the multi crore JKCA scam had said he would make facts public.
Goni said he had written a detailed mail to JKCA president DrFarooq Abdullah advising him not to hold JKCA elections at that time so that the action against the accused could be initiated. While reacting to the statement of the DrFarooq that EhsanMirza had submitted Rs 2 crore post-dated cheques, Goni stated that the same had no relevance as according to him more than Rs 22 crorewere embezzled in the association and EhsanMirza himself had given crores of rupees to various persons of the association.
Goni claimed further that ManzoorWaheed the then vice chairman of the JKCA admitted before him that Mirza had given him Rs 14 lakhs for printing of his book. "JaveedKitab received Rs 65 lakhs from Mirza. Another person Gazanfar received Rs one crore and 25 lakh from EhsanMirza that too the receipt of the association was issued against the amount."
The irony is that Gazanfar later stated that Mirza gave him the money for the business and the amount was issued to him as loan. "This is the money of our children and the people of the association simply plundered it." Goni maintained that he was the first person who became the first informant of the scam and informed police about the same. "Yes, I admitted before the press in Srinagar at that time that the embezzlement of the money in the association."
He added that the other members of the association pressurized police to frame him so that he could be intimidated. "I have left everything to Allah and He is my supporter and guide. I was silent only because I want association and its interests to be safeguarded. I am really scared that the BCCI should not disaffiliate JKCA. I want the involved persons to be brought to the book."
Goni had revealed that there are already Rs 70 to 80 crore pending with the BCCI and no efforts are being made to get the amount released.
Commenting over the recently held elections of the JKCA, Goni stated that he has no personal grudge against anyone there but unfortunately among the persons holding the important posts at present, some are accused of misusing the funds.
Meanwhile, the bank details since Dr Abdullah became president on October 14, 2001, suggested that the JKCA has opened 18 bogus bank accounts, which don't find mention in the records and annual statements.
Reports informed that twelve accounts were opened in the Khanyar branch in Srinagar of Jammu and Kashmir Bank and six accounts in the Cargo branch.
Investigators reportedly had also found an account in the Centurion Bank of Punjab in Jammu (later merged with HDFC Bank) in the personal name of one Ramesh Mahajan, with the address of the cricket association office in Gandhi Nagar, Jammu.
Around Rs 20 lakh has been swindled through this account, with no explanation coming from office-bearers.
JKCA treasurer AhsanMirza also opened an account in the bank, transacted Rs 4.6 croreupto 2009 and closed it subsequently.
As per the reports DrFarooq had also distributed money as loans to 50 individuals, mostly its own members and some companies.
Sources informed Sources informed Early Times that due to DrFarooq Abdullah's ill health and the treatment in London, the investigators could not proceed further in the case and the issue was pushed on the back burner by the Omar Abdullah led coalition in the past.
