54 days on, Police fail to arrest ex-Mantri, supporters

JAMMU, Feb 13: Even after 54 days, Police have failed to arrest the senior Congress leader and former Minister of State (MoS) for Cooperatives Manohar Lal Sharma and his 16 supporters who allegedly attacked an on duty police officer and were booked on the charges of attempt to murder.
The ex-minister Manohar Lal went underground after his bail plea was rejected by District Sessions Judge, Kathua, but police have not been able to secure his arrest nor have taken up the matter before the court to get the warrant under section (512CrPC) issued against him.
Police are delaying the action despite the fact that the Election Commission of India (ECI)and even the Prime Minister Office (PMO) had taken a serious note of the issue.
Meanwhile, sources within police said the department is going slow as the ex-minister using his political influence to push the matter under the carpet. "The accused former minister has managed to get two police officers, who had visited his official residence to arrest him, transferred from district Kathua to other wings of police."
The case, sources said was, "snatched from the SHO Basholi and handed over to the SDPO Basholi Jagdev Singh."
The former minister allegedly abused some police officers and had threatened them of dire consequences recently, sources added.
They said fearing arrest, after being booked under FIR No 187/14 u/s 147, 148, 149, 353, 323, 336 and 307 RPC registered at Billawar Police Station, the former minister escaped from his residence.
A senior police officer said that police did not secure his arrest after the incident took place in view of the ongoing elections and to avoid cumbersome process of seeking permission from the assembly Speaker at that point of time.
Meanwhile, incumbent SSP Kathua Neva Jain when contacted said that she is going to chair the crime meeting on Saturday where she would seek the detailed report about progress in this particular case.
Pertinently, Dr Sharma was among the sixteen accused persons, who allegedly attacked the DySP just one day before the elections.
Dr Sharma, who was the Congress candidate from Billawar Assembly seat, was booked by the police on charges of attacking an on-duty police officer.
The incident had taken place during the intervening night ofDecember 19 and 20 in village Khouv when after receiving the information of the clash between BJP and Congress workers, a police team from Billawar led by DySP DAR Kuljeet Singh and SHO Billawar Naresh Sharma rushed to the spot. While the police were busy in handling the situation, former Minister (MoS) Dr Manohar Lal along with his supporters appeared at the spot and started abusing SHO and DySP DAR. Later, minister and his supporters allegedly attacked the senior police officers.
Senior BJP leader Dr Nirmal Singh, after getting the information about the incident rushed to the spot and exchanged heated arguments with the Congress supporters.
After, the incident was brought into the notice of the District Election Officer, Kathua Dr Shahid Iqbal, he asked the police to lodge an FIR against the miscreants including the then minister.

As per eye witnesses the former minister Dr Manohar Lal Sharma was
seen in the legislative assembly complex on 7th Feb during Rajya Sabha election alongwith other Congress leaders
