srinagar, Mar 21: The recent episode highlighting 2010 mass uprising and the involvement of police has raised certain questions regarding the role of administration vis a vis the political dispensation. The constraints and pressures being felt by a police officer while dealing with orders from the political establishment has focused certain things about circumstances and events involved in the maintenance of law and order.
We have observed that administration is always representing the ruling party and no action can be taken without explicit or tacit consent of those in power. In the execution of any order if those responsible for delivering the order do some laxity, delay or refuse to implement the order, those in power have an option to change the erring officer. the officer in question has to face the wrath even if the officers decision is based on moral or ethical grounds or does not toe the line on grounds quite rationale and honest .independent decisions are a total no- no in the prevailing setup .the officers are simply tools and a means to an end.
In such a set up the consequences of any order executed, delayed or done with shall be the responsibility of -the politician from the ruling party-the boss and not otherwise. The disciplined officer- who executes the orders in letter and spirit; the indolent type who delays in execution or a headstrong/rationale who refuses to take orders shall never be blamed because the officers being there or not being there is in the hands of those in power. Unless the officer under whose command counteraction happens, and who, while disposing the order does something silly and invites counter effect to the said order; the officer concerned can again not be blamed. For any orders inviting any issues, those in the helm of affairs should be responsible for those issues and consequences associated thereof. Similarly the ruling party and the concerned minister under whose orders anything distasteful thing happens shall be held responsible. It is injustice if impunity is to boss and implication to the worker, reward to the senior and punishment to the junior, extolment to the superior and berating to the inferior.
But unfortunately in our political set up the ruling party is always enjoying impunity against anything wrong that happens under their orders and command and the responsibility of the consequences( of course bad) lies with the executioners, the officer delivering at the cutting edge. if everything goes nicely and as desired the officer at the delivery level gets no credit and has to eat the humble pie if something goes wrong. It is like heads I win and tails you lose for the ruling party and the administration is being used as chattels by those in power.
This is what happened to Ashiq Hussain Bukhari former police chief of Srinagar . Ashiq sahib was brought in with purpose and with intent to bring order within the system which had collapsed and law and order machinery was off- color. He did what was demanded. It was his track record as a tough task master coupled with above board and sincere dealing that made him a selection for a cornered government. He not only delivered to the best of his reputation but became a messiah for the youth who were being destroyed in the vortex of lawlessness by the perpetrators of lawlessness,
He did not just bring order in the society but embarked on a course of social reformation. His generosity saw the youth realize the mistake of being driven into a passionate intense yet irrational sentiment of working against the system
Srinagar saw no more serious law and order problems and his role in bringing peace saw him in the chair for more than three years; a record stint
But on his superannuation when the same officer tried to pursue his political ambitions he was ostracized on what can be called ironical grounds .the grounds which spell dichotomy and double if speak by our politicians .as if what is good for me is bad for you. If you want what I want you are greedy. Ah! the politics.
Ashiq was ridiculed and branded a killer by the then ruling party and ex- CM Omar Abdullah and even had the gall to hold him responsible for the acts which were otherwise good but could not be called good out of political compulsions. How easy it is for the politicians to make others accountable for the acts for which they themselves were responsible. I wonder what the same politician would have said about the same person, had he joined his party instead of his rivals. The buck did not stop there even .the party which had tacitly owned him till then began to wash its hands off him. Alas! He was disowned by them too just to ensure that the party doesn't lose any grounds.
The episode highlights the hypocritical nature of political set up we live in. the politicians have enjoyed this gullible nature of public to the hilt .they Can easily fool the public to believe their slogans and twist the tale by pot calling the kettle black.
On looking skywards one wonders; does god exist?
