Early Times Report JAMMU, Apr 1: The state government has been leaving no stone unturned to rectify the paralysed functioning of various departments and in this direction it had ordered cancellation of all attachments, but Sub Divisional Magistrate Bashli tehsil of district Kathua has refused to relieve two Class-IV employees who are there for more than one year. Sources said that two Class-IV employees, Manik Sharma and Shabnam, had joined Higher Secondary School Basohli in August-Sept 2013. "Few months after joining of the Education department, both were attached with Sub Divisional Office Basohli", the sources said. They said Manik Sharma was attached with office of Tehsildar Basohli while Shabnam was attached with SDM office Basohli. "Both these Class-IV employees are actually posted in laboratories of HSS Basohli and in their absence these employees in Higher Secondary School, administration has been facing tough time to manage affairs in laboratories as exams of various classes is at threshold and practical work is at its peak but there is none to do chores in labouratories", the sources said. Chief Education Office Kathua, sources said, in the meantime, issued an order number CEOK-4066-80, dated 30-5-2014, asked the Principal to call back the attached employees and withhold their salaries. Taking cognizance of the CEO's letter, sources said, Principal of GHSS Basohli sent a communiqué to SDM for relieving both the two employees while giving referance of CEO's letter, as per order number 1331 of 2/8/2014. "The letter of Principal made no difference for SDM and after the lapse of nearly six months, the Principal of HSS Basohli once again requested SDM to relieve the employees", the sources said. Principal of HSS Basohli, Shivdutt Sharma admitted that two class-IV employees were attached to SDM office and he had sent letter for their relieving but so far no action has been taken. When asked why not their salaries were withheld as ordered by CEO, Sharma said that it was only after consulting the CEO salaries were released. He said they have once again appealed for relieving of employees and if there would be delay, they might withhold their salaries, as ordered by CEO. When contacted Sub Divisional Magistrate Basohli, Gurmukh Singh said that as he was the Election Returning Officer and had no extra staff to manage elections, firstly Parliament and later Assembly elections. "As directed by higher authorities, we had attached two employees from HSS Basohli as in Basohli we have shortage of employees in all government departments' wings, so after taking into account the employees condition of all department we had attached two employees", he said. He said, "Now we have various other works under Adhar scheme and we have 121 polling stations and we have not any extra staff, due to which we cannot relieve these employees, who are presently doing clerical works", he said. Tehsildar Basohli, Vijay Sharma said that before his joining, Manik Sharma was attached with his office. "We have seven posts of clerks but we have only one so to manage election related works, we need manpower due to which Manik Sharma was not relieved", he said. He further said that if there would be any problem being faced by HSS administration, he would relieve the employee. |
