SVC reviews institutional reforms in JK depts to check graft

JAMMU, Apr 23: To check corruption, the State Vigilance Commission (SVC) today reviewed the implementation of institutional reforms in various government departments of Jammu and Kashmir and issued advisories to its officers.
The State Vigilance Commission, under the chairmanship of Chief Vigilance Commissioner (CVC) Kuldeep Khoda, reviewed the progress at a high-level meeting here, a SVC spokesman said. The meeting focused on the implementation of institutional reforms in public health engineering, irrigation and flood control department, public works department (roads & buildings), rural development department and health & medical education department, besides social welfare department.
The commission also issued advisories to the government departments and Departmental Vigilance Officers, State Vigilance Organisation (SVO), the spokesman said. Among major decisions taken to check malpractices, the departments were directed to strictly follow e-tendering, e-processing and e-payment of all works indented and executed."The departments shall upload all the tendered works on website.
The works under implementation along with the cost involved shall also be uploaded without delay to ensure that vigil from the general public acts as a deterrent against any corrupt practices," the spokesman said.
The complaints originating from public regarding any deviation on ground from the description given on website will be freely entertained by the Commission and Vigilance Organisation, he said.The Commission asked the departments to go for mechanism to introduce transparency and this was discussed at length, the spokesperson said, adding, directions were issued to ensure deduction of TDS and recording of PAN details in payments made to contractors. "Withdrawal of money through self cheques and later its disbursement to beneficiaries should be stopped and the administrative secretaries shall ensure that all payments of this nature are made by way of transfer direct in to bank accounts of the concerned," the spokesman said. "The officers have been directed to ensure execution of quality works. It was also impressed upon the officers not to resort to bifurcation of works to avoid permissions of higher authorities," the spokesperson said.
He also said that the health department will be taking suitable measures to check spurious medicines besides the vigilance organisation taking necessary steps to check "unholy collusion" between government officials and those selling spurious medicines or sub-standard medicines. "Suitable teams will be constituted by Director Vigilance for this purpose. The officers have been directed to make maximum use of technology to minimise public interface to check corruption at source," he said. SVC also appreciated the social welfare department for initiating implementation of direct benefit transfer scheme. "Payments to beneficiaries under various schemes directly into bank accounts is in progress," the spokesperson said.
To ensure people receive benefits of various social schemes, the department, which was reviewed by the vigilance commission on March 4, has been linking the programmes to 'Aadhaar' cards which will ensure 100 per cent hassle-free implementation of the DBT scheme.
The Social Welfare Department has also started holding special camps for 'Aadhaar' cards.
Post-matric scholarships are also now being paid through direct transfer method, the spokesman said.
