Blue-eyed octogenarian, retired bank employee, Army officer preferred for top posts

Jammu, May 26: The administration of Baba Ghulam Shah Badshah (BGSBU) has reportedly preferred some blue-eyed retired officials including an octogenarian, a retired bank employees and a former Army officer to hold top posts in varsity, rather than giving opportunity to eligible youth.
Sources informed Early Times that in the last five years, the BGSBU administration, under a well planned strategy adjusted, some blue-eyed retired personnel on top posts, in brazen violation of University Grant Commission (UGC) norms.
Sources informed that Prof. AK Koul, who has been holding the post of Dean Academic Affairs in the varsity for the last nearly nine years, has crossed 80 years of age.
"As per UGC norms, a retired teacher can be appointed till 65 years of age but cannot hold any statutory position nor can he/she be a member of any committee, but ironically, Prof. AK Koul, who had been a teacher of Prof. IA Hamal, has been attending the meetings of University Executive Council for the last many years, in brazen violation of norms", sources said.
Sources further said that for getting Prof. AK Koul adjusted on the post of Dean Academic Affairs, varsity administration had thrown out a retired Kashmir University Professor, Prof. Dost Mohammad, who had joined BGSBU on request of former VC. After Prof. Dost Mohammad left varsity, Prof. AK Koul was made as Dean Academic Affairs.
Moreover, a retired Army officer, Col KK Dogra, has been holding the post of Principal of Polytechnic College that too after crossing age of 70, sources said.
Sources further said that a retired bank employee, SK Gupta, was appointed as Dean, Management Studies, which was again in brazen violation of rules. "BGSBU will be the only University in the World where a bank employee is Dean of School", sources said.
Moreover, MR Choudhary is continuing as Registrar of BGSBU for the last 10 years, sources said, adding that the administration had never advertised the post of Registrar.
"As per rules, which are in vogue in sister universities of state including Kashmir University and Jammu University, a Registrar is appointed for a period of three years but MA Choudhary, who is close to power corridors, has been holding the important post for many years together, for the reasons best known to administration", sources said.
Sources further said that Suneet Gupta was promoted by University administration as Deputy Registrar, leaving aside two seniors to him, in brazen violation of norms.
They further said that Vice Chancellor had admitted his son in B.Tech. programme of the University, against supernumerary quota, which was once again in violation of norms.
"The supernumerary quota is meant for the permanent employees of the university but VC is a tenure post and Prof. IA Hamal was permanent employee of Jammu University and he could have adjusted his son in JU and not in BGSBU against supernumerary quota", sources said.
Sources further said that there were numerous talented and most eligible teachers in the varsity, but in the last five years many of them left the varsity, due to reasons best known to administration.
When contacted, Vice Chancellor Prof. IA Hamal got infuriated and said, "What is the problem to you Early Times. I am asking you, please don't do this story."
On being asked, if appointments were not made in violations of norms, Prof. Hamal said, "I knew how to run the university. Every time you are reporting negatively, you are not getting anything positive in varsity", he said.
When contacted, MLC Vibodh Gupta said that MOS Education, Priya Sethi had visited the varsity on Tuesday morning and discussed various issues including staff shortage, regularization of ad-hoc teachers, beside others.
He further said that the scholarship scam was also discussed and VC, reported that an internal enquiry team has been constituted, which would enquire the facts. He also admitted that many retired.
