Anti- insurgency operations be coupled with Vikaas in J&K

Killing of five militants,three on the LOC in Kupwara sector,and two in Kulgam encounter in the Kashmir valley during the last three days,has indicated that all is not well in the valley.The situation seems to be heading to a crisis because groups of civilians clashed with the police in Kulgam during and after the encounter ended because they were protesting against the killing of one innocent civilian.Yes,these protesters had no doubt about the bona fides of the two militants killed in the encounter because they had joined the outfit recently. These two incidents reflected the designs of agencies across the border which have been bent upon pushing groups of militants into Jammu and Kashmir for escalating the level of violence.Reports indicate that Pakistani agencies,including the Army, have brought over 400 militants on the launch pads across various sectors in Jammu and Kashmir to help them in sneaking into Jammu and Kashmir.Those three militants who were killed during the last three days in Kupwara sector were part of those militants who had crossed into North Kashmir area.It will be proper if the security forces carry out search operations in all the border villages not only in the Kashmir valley but in the region of Jammu too.Such search operations are called for following reports that a few groups of militants,who have managed to sneak into the Indian territory,had sought shelter in some border villages by threatening innocent villagers of dire consequences if they refused shelter to them.
Following the killing of these three infiltrators instructions have been issued to the Army personnel,deployed on the entire LOC,and the BSF,guarding the International Border in Jammu,that additional steps be taken to thwart each and every ingress bid by the militants.Troops have been told to ensure that the border fence had been completely repaired in places where it had been damaged by snow lest the damaged fence portion could help infiltrators to cross into Kashmir. Troops and the BSF soldiers have been told to use the sensers and other gadgets round the clock so that movement of militants,across the border,was monitored hours before their final attempt at sneaking into the Indian territory.Once movement of militants was monitored in advance it could give sufficient time to the troops to prepare for foiling infiltration bids.
What seems to worry ruling political leaders and senior functionaries of the security agencies is the way groups of people have been lending support to the separatists and militants.Groups of civilians support separatists’ calls for hartal and protest rallies and these very groups have been helping militants in carving out their hideouts.No doubt separatists and militants collaborate for derailing peace and political st ability in Jammu and Kashmir agencies across the border ar e worried over the marked decline in the level of militancy related violence.The Union Government has,in its latest report,claimed that the militancy related incidents have witnessed a 25 per cent decline and this has worried agencies across the border.These agencies were trying to push groups of militants,equipped with sophisticated weapons and high grade explosives, into Jammu and Kashmir for escalating the level of violence.These very reports suggest that since militants have been able to create an atmosphere ot scare and fear people have been forced to support them and help them in carving out new hideouts.Hence it is the prime duty of the Mufti led Government to initiate measures which could resolve the problem of unemployment.Once this problem was resolved it could open doors for reconciliation and for winning over people.Hence effective campaign against militants be coupled with people friendly measures which includes emphasis on implementation of various development projects,especially those that re aimed at increasing power generation.
