Housing Board facilitating encroachment in Channi Himmat, RTI reveals

Jammu, July 21: The Office of J&K Housing Board has become a hub of corruption as well as facilitator to the land grabbers who are eyeing the land at Channi Himmat, one of the posh areas in making in this winter capital of the state, the revelation have been unearthed in a RTI reply (No. HU-I/CH/524-25 dated 06-07-2015).
The RTI was filed by the president of National Secular Forum (NSF), Sukhdev Singh. Addressing the Press-Conference here today, NSF President Sukhdev Singh had sought details pertaining to number of vacant as well as un-allotted plots in Channi Himmat Housing Colony besides, plots encroached or under illegal occupation.
The Housing Board has provided very vague reply to the questions of the information seeker. Regarding the status of vacant plots the Housing Board has replied that no such survey has been conducted so far also the information was not compiled on the status of un-allotted plots.
Reacting to this, NSF president flayed the Board authorities for maintaining lackadaisical attitude on maintaining land record despite knowing the fact that land-mafia was active in the area and Board's carelessness can make things murkier.
A categorical question asked about the encroachment on Plot No. 287, Sector 2 in Channi Himmat, have also been evaded by the Housing Board. The question was asked "Details of plots that have been encroached upon by the security personnel of the police officers as in the case of plot no 287/2. And, the number of applications received for evacuation of illegal possession in this case."
Since, in this matter a top cop of the level of Inspector General is involved the Housing Board cleverly evaded the question by replying "No such information is available in this unit. No encroachment has been reported upon" adding "Application has been received for evacuation of illegal possession on Plot No. 282/7 and the same was submitted to Head Office, regarding action taken pertains to Khilafwarzi Wing."
While as the matter is public and visible to all that the said police officer has encroached upon the plot by installing security picket over it and adamant not to free it for the reason known to all but the Housing Board has surrendered before the might of Police Officer.
Interestingly, in the annexure enclosed the Housing Board has stated the status of Plot No's 285 and 286 as ENCROACHED which clearly shows that Board has knowledge about encroachments over plots in Channi Himmat Housing Colony but it deliberately avoiding the same to facilitate encroachment by influential people.
The NSF urged the Minister for Housing and Urban Development (Deputy Chief Minister) Dr Nirmal Singh to take cognizance of the matter and direct the Housing Board to set the house in order so as to check the attempts of land encroachment.
The NSF also sought action against the police officer/ officers who have encroached upon the plot of others on one or other pretext. Among those who were present in the press-conference included, Qayoom Malik, Vikram Madhyal and Amit.
