CAPD-created K oil shortage crisis hits Samba

JAMMU, July 21: There has been an acute shortage of kerosene oil in Samba district where many people use it as a fuel for lamps, as well as for heating and cooking. Its non-availability has made them to suffer for no fault of theirs. Courtesy: CAPD department.
It is not that the kerosene oil stockist for Samba does not have it. He has enough of it but CAPD department is alleged to be reluctant in releasing the requisite monthly quota in favour of the dealers, according to official sources.
The stockist cannot directly sell kerosene oil to consumers. The dealers buy it from the stockist and then sell it to people.
"The stockist cannot sell oil to the dealers till CAPD department issues them the requisite quota letters. He gives them oil against these official letters," the sources informed.
"But the CAPD department is not issuing them quota letters for the past some time. People were not given oil even on Eid which has caused resentment among them. Whenever the dealers have approached the CAPD department at Samba, the TSO (tehsil supply officer) concerned has told them that no quota letters can be issued to them till a new assistant director joins his duties in the district," sources said, quoting the aggrieved dealers.
Sources said the TSO was not issuing the quota letters despite a clear directive given to him by a senior department functionary.
Quoting the dealers, sources alleged that a few CAPD officials at Samba were not issuing the quota letters to dealers because this time they had refused to grease the palms of any of them, especially when the government and the minister concerned were making concerted efforts to provide a clean and corruption-free governance to the people.
There were 50-60 kerosene oil dealers in the district. Each of them gets 1,000-2,000 lts of oil as per his requirement. Each family is given 5-10 lts of oil. The stockist was said to be having over 20,000 lts of kerosene oil in his godown at Samba.
