'Dependence' on 3 PDP ministers on key matters resulting in governance deficit | Multi layered, multi controlled Government at cross roads | | Early Times Report JAMMU, July 21: Multi-controlled and multi layered government in the PDP-BJP alliance has resulted in complete governance deficit on ground level, thanks to total dependence on three PDP ministers for key matters which has brought down the image of the government to all time low. The three PDP ministers are learnt to be running a parallel government on their own, notwithstanding the fact that their head continues to be Chief Minister Mufti Mohammad Syed. Both are stated to be on cross roads on one hand and in complete disharmony with the BJP team of ministers. Sources said three ministers in PDP-Nayeem Akhtar, Altaf Bukhari and Haseeb Drabu are as on date the only three ministers who are virtually running the government in tandem with a couple of bureaucrats. There is however no unanimity between what can be seen as political team B headed by political team A on any issue that matters most in running the affairs of the government even within the PDP, sources said that there is a sort of multi layered government albeit without symphony or synchronization at any level. The three ministers are first time ministers and therefore lack political background and any experience as such, said sources adding what is impacting things at the level of performance politically is on account of their lack of political orientation on the ground level. Chief Minister despite being seasoned and a dynamic politician is showing complete dependence and reliance on what these three ministers show as the feedback on ground, said the sources. The high command is showing lack of its own initiatives which has emboldened these ministers and are at least two of them are seizing this as opportunity to grind own axe on many matters. The feedback given is however a far fetched reality, rather a mismatch on what exists on ground level vis-à-vis performance of the government and image of the government in public eyes, sources further said adding that what is being shown by them is accepted by all including bureaucrats as gospels truth. All the important files and key decisions are taken by these ministers, albeit with approval of high command of the party. Sources further said that what is denting the credibility of PDP is complete disconnect of the high command with both the party as also the administration and complete dependence on these ministers. Many senior leaders within the PDP are viewing this as worst disaster for the party in particular and governance in general as there is no unanimity nor coherence at any level . Sources said some senior bureaucrats who have witnessing this situation with utter sense of helplessness too think if the situation continues to persist in manner as it has been in last three months, while the government will be soon heading towards administrative collapse and political disorientation, for PDP too it will be situation of its agenda collapse. |
