FIR lodged, tariff increased

Srinagar, Aug 29: Playing Jesus is not that easy as it leads to the cross. This is exactly what happened to Nisar Ahmad Mir and his associates.
This whistleblower from Srinagar's Batmaloo area was subjected to severe mental torture by the officials of Power Development Department (PDD) and when he used his right under Right to Information Act (RTI) , the officials of Power department got an FIR registered against him in a police station.
Nisar Ahmad Mir and some of his associates from Moominabad Batamaloo in Srinagar were unhappy after the officials of PDD installed a fresh 250 KV transformer in the area during January this year by making un even load distribution from the transformer. As the already existing 250 Kv transformer was catering a heavy load of 70 plus households , the new 250 Kv transformer was brought in the area with this hope that 35 houses each would be connected to two transformers. The officials of Power Department headed by Inspector Abdul Majeed was under some influence and he decided to connect only 22 houses with the newly installed 250 Kv transformer. To this Nisar Ahmad and his friends objected and thus Nisar became an eyesore for the PDD officials. Nisar filed a complaint with the local Executive Engineer division II , Divisional Commissioner Kashmir and in addition to it he sought details about transformer installation, consumer fees being collected by PDD and some other information using RTI Act. This made the officials of Power Development Department furious and in connivance with Batmaloo police station officials they got an FIR registered against Nisar.
"I was accused of damaging an electric meter which is a total lie as majority of houses in our area are not metered " said Nisar Ahmad while talking to Early Times.
The Executive Engineer Electric Division II Srinagar not only got a fake FIR registered against Nisar but he even wrote a letter to PHE officials to suspend Nisar as he was having an FIR against him. Pertinent to mention that Nisar happens to be a class IV employee of Public Health Engineering (PHE) department Srinagar. It is worthwhile to mention that office of the Divisional Commissioner as well as Chief Engineer PDD (EMRE) Kashmir and Superintending Engineer (SE) concerned had intervened into this issue. Acting upon the orders of the Chief Engineer the SE concerned directed the Executive Engineer (Xen)Electric Division II Rajbagh vide his letter No: SE-II M&RE /45-46 /As dated : 7.4.2015 to get the matter of un even load distribution at Moominabad Batmaloo investigated and the XEn was asked to submit the report within 3 days. The said XEn didn't act on the orders of his senior officer (SE) for months and on 16.6.2015 SE PDD Srinagar shot another letter to the erring Executive Engineer ( Xen ED II) vide letter No: SE -II M&RE /1682 wherein the Xen Electric Division II Rajbagh was castigated by the SE.
The SE's letter reads as " You were directed to investigate the complaint lodged by Abdul Qayoom Bhat ( an associate of Nisar) R/O Mominabad Batmaloo in depth and furnish the detailed factual report to this office within 3 days positively for appraisal of higher-ups. But despite lapse of more than two months , nothing has been heard from your end and non submission has been viewed very seriously by the undersigned. You are asked why the desired report has not been furnished till date and expedite the same within one day positively". The Executive Engineer has not acted on the orders of his seniors till date nor has he replied to the RTI application filed by Nisar Ahmad Mir. Even the 1st appeal under RTI was not answered . Nisar has now filed a second appeal under J&K RTI Act 2009 before State Information Commission (SIC). The Executive Engineer has increased my monthly power tarrif from Rs 543 to Rs 1450 within just 5 months of time just to teach me a lesson Nisar alleged. "I appeal Power Minister Dr Nirmal Singh , Chief Information Commissioner (CIC) G R Sufi, Divisional Commissioner Kashmir and Chief Engineer PDD Kashmir to come to my rescue ," Nisar told Early Times.
