3 yrs on, XEn from Jammu denied promotion in RDD Victim of regionalism? 11/15/2015 11:43:02 PM Avinash Azad Early Times Report Jammu, Nov 15: Despite being eligible for post of Superintending Engineer and court's direction in his favour, an Executive Engineer (XEn) in Rural Development Department is waiting for promotion for three years. According to details with Early Times, Rajesh Gupta, an XEn in RDD Jammu, despite being eligible for post of SE, has been denied promotion. "As per seniority list of AEEs issued vide order No.122-RD of 2003 dated 21-05-2003, Gupta stands at No. 5 even as his four seniors retired as SEs/XEns. The officer at serial No. 4 had retired as SE in Srinagar ending November 2013. Being senior most, Gupta was not posted as SE and the officers of RDD preferred to keep the post vacant. The matter was brought in the notice of Chief Secretary who forwarded the case to Commissioner, RDD. To no avail, though. Director, RDD has already recommended Gupta's posting as SE REW, Jammu vide No's. DRDJ/Estt/GnI-44/G/Xen/10525-26 dated 7-9-2013, Estt/PF-127/13191 dated 5-10-2013, Estt/PF-127/15304 dated 12-11-2013 and Estt/PF-127/1266 dated 16-04-2014. But the top boss in RDD preferred to keep the post vacant for the reasons known to them. Gupta alleged that Commissioner Secretary, RDD "intentionally filed a false affidavit" stating that he was not qualified after his total service of 33 years in violation of Cabinet decision 175 of 1988. He requested Governor NN Vohra to get the matter enquired by a high level committee to see whether he was qualified or not. "It is also to submit that Engineering Recruitment Rules in RDD came in operation vide order No.150 RD of 2003 dated 25-06-2003 and it shall be implemented prospectively not retrospectively. Hence grade can be released with administrative instructions as done in other cases. It is also requested to enquire that why the post of SE, REW Jammu and Srinagar are kept vacant by the RDD since December 2013/May 2014," Gupta wrote in his letter to Governor.   Share This News with Your Friends on Social Network     Comment on this Story
