It is mandatory for Pakistan to allow bilateral talks to begin

Though India and Pakistan have been in touch for fixing the dates for the proposed foreign secretary level talks but it all depends on Islamabad,its agencies including the non-state actors to allow the talks to resume after they were stalled because of the terror strike on the Air base in Pathankot in which seven security personnel were killed and six Pakistan trained terrorists were eliminated.In fact when New Delhi started blaming agencies across the LOC for the terror strike at Pathankot air base 2014 Pakistan postponed the talks without waiting for India to cancel the foreign secretary level talks. During the last two years, the two sides have initiated measures for a bilateral dialogue,whether the level of foreign secretaries or foreign ministers but on one account or the other these talks have not taken place.In August 20-14 bilateral talks were cancelled by India when Pakistan High commissioner to India,Abdul Basit ignored suggestion from New Delhi that he should not have any talks with Kashmiri separatists.He had invited separatist leaders for talks in the High Commission premises which provoked New Delhi to cancel the bilateral talks.And in reality the stage for the foreign secretary level talks that were to be held in Islamabad on January 15 was set by Prime Minister,Narendra Modi who had three one-to-one meetings with Nawaz Sharief and the latest was when Modi visited Lahore to convey his greetings to Nawaz Sharief on his granddaughter's wedding.
Even the two sides had prepared the agenda for discussion but the terror strike at Pathankot air base cast its shadow on the talks which were later postponed.Thank God Pakistan did not cancel the talks but postponed them which indicated that Islamabad was in favour of holding bilateral process of dialogue. Now latest reports indicated that the foreign secretaries of Pakistan and India are expected to meet next month, a senior official has said. There was an understanding between the two sides for a meeting in February, but its dates have not been finalised, the officials saidThe January 15 meeting, which had to decide the timetable and modalities of the resumed peace dialogue, was postponed after a terrorist attack on India's air base at Pathankot in north Punjab.The January 2 attack on Pathankot airbase left seven security personnel killed. A total of six terrorists, suspected to be from Pakistan, were also killed.
Even Washington has been pressurizing both New Delhi and Islamabad to open the channels of dialogue and the two sides had set Janujary 15 for foreign secretary level talks Washington had conveyed its appreciation to both India and Pakistan.This way it is Pakistan which is more under pressure than India from the international community for reopening the channels of dialogue. What has sounded music to the ears of New Delhi is the way the super powers, especially the US have berated Pakistan for having engineered,directly or indirectly, an event which had forced New Delhi to cancel the bilateral dialogue. Now the ball is in the court of Pakistan. If the two sides succeed in fixing the dates for the foreign secretary level talks it is upto Pakistan to allow the talks to materialize.In case any terror strike from the soil of Pakistan on Jammu and Kashmir or on any Indian state took place New Delhi may not simply postpone parleys but cancel the bilateral dialogue telling Islamabad "enough is enough."This way it has become mandatory on the Pakistan and its agencies to ensure that the atmosphere remained conducive for a fruitful bilateral dialogue. Let the talks begin and it is for the two sides to see whether the talks proved fruitful or result-oriented or not.That is the secondary stage but the primary stage is let Pakistan allow parleys to begin.
