India had continued independence struggle against Mughal rule and afterwards British rule. After a long struggle, thereafter, the political change happened in international horizon, which created chaos and disharmony between the western countries. Under that unfavorable situation, it was being difficult for British Government to enslave India for further longer period. Keeping in view of the uncomfortable circumstances, its ruler invited national leaders of India in London for discussion to grant them independence for which they had been struggling. With the result that the British India was partitioned. Pt. Jawaharlal Nehru the first Prime Minister of India declared non-violence and secular policy of his government. He paid attention to solve the rehabilitation, developmental and welfare for his nation. Although Pt. Nehru was a dynamic international experienced statesman, but unaware about the deceit perfidious polices.
That non-violence and secular policy of India did not suit to the western block of the world, especially UK and USA. On the other side, Pakistan down in the lap of that block which adopted it as a crown of South Asia to use it as stumbling block of buffer state in checking the impending influence of Russia and Chinese communism to be expected through the frontier of Jammu & Kashmir State. Under that hidden interest, these imperialistic diplomats pasted Pak-rulers with their chests to accrue their future prospects. On the other side, Pakistan to meet its financial stringencies contacted Muslim world and the Western countries, especially USA and entered SEADC and the Baghdad pact for financial and military aid to defeat India's dreaming designs. The US press had been openly flashing its comments on that flow of financial and military aid to it which would not be positive and add to agitate the terrorism.
By looking into the changing political situation in south Asia leaded for aggressable designs, Pt. Nehru raised his voice and communicated to Pak-Prime Minister on 9th December, 1953, that inevitably US aid to it would affect the Kashmir question. The whole negative designs would change the political scenario of the region completely. Nehru warned Pakistan on March 1954 that it wished to solve the Kashmir issue through the force of arms or by showing threat to use arms. Those all militarizing strategy is not a new, resulting in frequent military aid to it and agreements referred to above would harm the region. He presumed that these US-Pak strategies would change the whole approach to the Kashmir problem which took it out from the region of a peaceful approach for a friendly settlement by bringing to the pressure of arms. India told internationally that the US-military aid to Pakistan would be used against India which apprehension was proved correct that despite all assurance of the US its same military aid was used against India by Pakistan, and no action was taken by it, which had been frustrating.
The obligation of legal and accountability of responsibility as well as responsibility of the US according to its assurance supposed to watch the use of utilizing aid for its particular purpose, but it did not keep its eyes to discharge its responsibility and future consequences of diplomacy. It continued the same policy to equip Pakistan militarily against India, because of it since emerging on the world map, has been playing terror game to bleed India, especially Jammu & Kashmir State to grab it.
Despite knowing Pak-terror policy to misuse that aid to disremember India, the US granted more financial aid for 265-million dollars in last year under Foreign military Financing for counter terrorism, besides it sanctioned 5-million dollars in that year under international Monitory Education & Training assistance. These all financial and military aid granted against Al Queda subversive activities but instead of that it used to spill the human blood of Indian people especially people J&K State. With the result of the cease-fire violations on the border appeared frequently in the name of material, moral and diplomatic support to its valley based-lobby brutal terrorism and bloodshed to show internationally the suppressing activities of India against the people of the state which was the Pak technique to defame India.
It is for the US to keep the political balance in South Asia without tilt for the peace and prosperity of the people.
On the other side, China jumped in the fray to secure its future national interest and it stated to equip Pakistan to binder the developmental projects started by India, to make Pak-buffer state. It was the first country of the would which had well equipped to Pakistan with nuclear technology, by supplying 1000-mega watt nuclear reactor to it under secret agreement made between China National Atomic Nuclear Corp and Pakistan Atomic Energy Commission, which violated itself, and was in contravention to its promise made in 2004 not to sell additional reactors to Pak-Chesham nuclear facility beyond two reactors that started operations in 2000 and 2011, but these all understandings and agreements made by China, ignored under its deceptive policy and continued its violative misadventure which was taken in view its unbridle run by Nuclear suppliers group in Praque, where it justified with final verdict that its Nuclear Co-operation agreements was not any transgression of the relevant principles of Nuclear suppliers group and twisted to justify its violations.
Its exerted efforts to justify its violation but its explanation could not have satisfied on international level but recalcifrant China had been strict to justify its violation whimsically that all mischief game played by it was to equip Pakistan with nuclear technology for its own interest. To make monolith against India Pak-was confident for its survival in the light of economic and military relations with China under its diplomatic policy. To equip it more militarily to expand the range of battle field to supply more weapons. In the light of these strategies initiated by us, China and Muslim world against India to well equip Pakistan militarily to stagnate developmental projects of India would not restore peace and harmony instead of encouraging rivalary which should be taken in view by the UN to project the human live from impending devastation.
Afterwards, China gained foot-hold to intrude in Indian State Status quo territory under self-styled boundary agreement with care-taker Pakistan which was reciprocated by it in terms the forceful relations with comparing as higher than mountains and deeper than oceans, acknowledged by Pakistan that two sovereign states were appeared as unique and durable as that between themselves i.e. Pak-China tie. In that bond China would help it in developing and protecting in all manners. That diplomacy of china would be not positive for South Asia which engages serious attention for world power, especially the UN Security Council.
Further, China vide its expanding policy, gained its foothold to intrude in Indian State Status quo territory by taking care-taker Pakistan into its confidence under unwarranted boundary agreement, which encroached upon the Indian interest. It violated Panch Sheel agreement and developed resentments as well as hostility because of Pakistan had no constitutional status to go onward to enter any agreement at the cost of sovereignty of India. In that hostile developing relations China under duty bound obligation appeared a largest defense supplier to Pakistan. It had not given only technology assistance to its newly partner, but also helped it to set up mass weapons production factories and played a most significant role in its development of nuclear infrastructure.
Apart from that, it supplied nuclear materials and expertise and provided critical assistance in construction of nuclear advancement despite the member of the NPT.
