| Tainted ULB official enjoys perks | | | Javaid Naikoo

Srinagar, May 11: Amid tall claims of transparency and accountability, an influential ULB official, who was booked by Vigilance organization Kashmir (VOK) and declared tainted by ULB department in many fraudulent cases continues to enjoy perks at liberty.
Important official documents accessed by Early Times reveal that on the basis of inputs received by directorate of Urban Local Bodies (ULB) about possession of disproportionate property by one its employee's an inquiry committee was framed and accordingly VOK registered FIR against the accused in March 2015.
Chief town planner of planning organization Kashmir in his letter vide number inquiry/CTPK/15/1534-36 to the office of Directorate ULB dated 03/05/2015 seeks an inquiry against the Javaid Ahmad shah booked in FIR no 38/2014 P/S-VOK.
Chief town planner in his letter mentions that one official of the department has been assigned to inquire in to the allegations of possessing huge assets (both movable and immovable) disproportionate to known sources of income of the official posted as Junior Assistant at Municipal committee Bandipora.
The letter reads that records and information be furnished to the appointed inquiry officer to inquire alleged abuse of official position and involvement of Shah in corrupt practices.
Working on the directions of higher ups of his department, the inquiry officer has accordingly asked for copies of property statement of last ten years and information reflecting actual assets of accused Javaid Ahmad Shah.
Facing heat from public corners over alleged involvement of Shah in corrupt practices in Municipal committee Bandipora, directorate of ULB through one order no 06/614 of 2015 ordered transfer of Shah to Municipal committee Kupwara.
After more than a year the probe ordered to inquire alleged illegal practices of Javaid Ahmad Shah bearing designation of Junior Assistant in ULB department according to sources ended up in papers only.
They said that Shah was later transferred back to Bandipora and instead any action against him was instead gifted the promotion in grade from Junior to Head Assistant. "Immediately after his transfer and an act of inquiry ordered by ULB against him for possessing property beyond assets, Shah known for his strong political and bureaucratic contacts managed to douse everything with ease and got transferred back to his favorite place of posting at Bandipora," sources said.
They said that Shah is close associate of another corrupt official of ULB and both have developed strong contacts within Department to evade inquiries ordered against them time and again.
This is not the first of its kind of case in ULB as early times goes on reporting similar cases in which officials found involved in corruption related activities enjoys perks and Higher ups of the department despite being informed takes no action. In more than seven cases recently reported by ET, BJP Minister for ULB and Housing and ex-commissioner ULB assured action against officials involved in corrupt practices, however till date no action was taken against any official despite FIR's stand registered against them in VOK. |
