Early Times Report

Rajouri, May 13: Following several complaints regarding functioning of Block Development Officer (BDO), Sukh Pal Singh, SDM, Kotranka today paid surprise visit to this office and besides BDO found 20 employees absent from duty.
Many employees were absent from duty since May 1 and the SDM didn't find their leave applications in the office record. Even the Block Development Officer (BDO) , S.Mir reached at the office after the surprise visit by SukhPal Singh, SDM at about 9.30 am.
During interaction by the SDM with the people who were present in the Office waiting for the BDO, it was established that most of the employees remain absent and misbehave with the people because the BDO rarely visited the office.
Pertinently, the BDO, Kotranka is also holding the charge of BDO Budhal and Khawas and people who reach here from far off places face disappointment.
Sources said that no grievance redressal cell is operative at BDO's office and no heed is being paid to the grievances of the people by the staff of this office. "People/contractors who had already executed works under MGNREGA and other schemes under Rural Development department were visiting BDO office repeatedly since many months for their payments, but were still unpaid" said Mohd Khaliq a resident of the area. He added the employees come to the office occasionally and many times misbehave with the poor people who come from far off areas from Budhal and Khawas blocks. "Since the BDO Khawas was transferred about a years back, the in-charge BDO (BDO, Kotranka) paid only two visit to Khawas tehsil HQs during this period and one can guess the status of the developmental work that were initiated in this block" said Dev Raj a political activist of Khawas village.
The absentee employees have been identified as Prem Pal, Faiz Hussain, Des Raj, Mehmood Khan, Pritam Singh, Mohd Rafiq, Ghualm Rubbani, Ashfaq Ahmed, Amar Singh, Mushtaq Ahmed, Ravi Chander, Ghulam Mohi-ud-Din, Mohd Farooq, Vinod Kumar , Shabir Ahmed all helper, Mohd Ishaq, Nasser Ahmed, Bharat Singh, Angrez Singh all DRW and Khursheeda Begam , orderly and all were on unauthorized absence since May 1.
Vide his office order SDM has directed all these employees to explain their positions within 7 days otherwise action under rules/regulations would be initiated against them.
