Poonch, July 27: On one hand, Rural Development Department claims that it has cleared all the liabilities which were pending since long but on the other hand, people from maximum panchayats of Poonch district alleged that they did not get payments for the work done.
They also questioned Rural Development Minister Abdul Haq Khan's double standard.
They said that, when the said minister came to Poonch last time during a public darbar at Degree College in which many PRI's participated, the minister openly said that whatever happened in past is a past.
It reflected that the minister was sure that maximum corrupt activities were taken place in past but still he cleared all the pending liabilities of over Rs 23 crore. Locals said that on one hand, minister was sure about brazen corruption in RDD during the financial year of 2013-14 and 2014-15 but on the other hand, he cleared all the liabilities of the same two years and it shows that the minister has legalised corruption in the department.
Large number of people of panchayats Chella Dhangri, Dunugam, Loran, Battlekote, Mendhar, Jhulals, Khnetar, Harni, Bandi Chechian, Chandak, Ajote, Mangnar said that they did not receive payments for work done.
One person of Rajpura Mandi, said that a GRS has demanded Rs 15,000 for clearing his bill. Likewise many people alleged that the concern GRS, JE's are not interested in clearing their bills because people are not giving them commission.
They said that ACD Poonch has befooled the public with his drama as many works were executed on paper only. They said that ACD has transferred many persons of his department by giving them undue benefit by taking hefty amounts from them.
They also said that some technical assistants were appointed out of the way in the department. Locals alleged that a full fledge nexus is working in the Department and huge amount of money in crores was swallowed by the corrupt officials of the Department of which ACD is the main culprit.
They said that after the coming of present incumbent as ACD Poonch, brazen corruption has been carried out in RDD. Some officials of RDD, on the condition of anonymity, said that ACD never do their works unless they pay him money.
They said that no file moves without paying bribe to him. Locals have demanded a vigilance enquiry against the Department for the last there years. They also demanded action against ACD Poonch for denying payments to people who have completed their works. When this correspondent approached ACD Poonch on telephone three times, ACD did not pick up the phone. |
