| Will opening of IIM and IIT assuage ruffled feelings of Jammuites ? | | | Will some sops given to Jammu is going to assuage the ruffled feelings of the people in the region.Yes,enhancing academic activities may motivate people to sing songs for the Central Government but the inability of the state coalition Government to tackle growing energy crisis warranting prolonged load shedding and breakdowns seems to have irked people which may not vote for the BJP.What about the citizenship rights for the refugees from West Pakistan? This was one such promise made by the BJP leadership.What about Article370 which grants to the state a special status within the union of India? This was another commitment made by the BJP.Yes grant of citizenship rights to WP refugees and revocation of Article 370 were not in the hands of the state legislature nor in the hands of the state Government.But resolving the problem of unemployment was within the powers of the state Government. During the last one year this problem has not been attended to.And the unemployed youth in Kashmir earned money by throwing stones on security forces and by defusing bombs.
Now the central Government has realized the gravity of the situation in the region of Jammu and that should be the reason for its decision to establish one IIM in Jammu. Jammu is set to get an Indian Institute of Management (IIM) from the current academic session as part of the Prime Minister's development package for Jammu and Kashmir. An out-campus will be set up in the Kashmir region later. The Union Cabinet on Thursday approved the establishment and operationalisation of the IIM at Jammu on a temporary campus at the Old Government College of Engineering and Technology from the Academic Year 2016-17. The project will involve a cost of Rs. 61.90 crore on the temporary campus from 2016 to 2020. The student intake for this year in the Post Graduate Diploma Programme (PGDP) in Management is 54, which will progressively go up to a cumulative student strength of 120 in the 4th year.
The detailed project report for the permanent campuses is under preparation and thereafter the process for setting up of the campuses would start," an official statement said after the Cabinet meeting. The Cabinet also approved the formation of an IIM Jammu Society under the Societies Registration Act, 1860. IIM Jammu will be run and managed by the Society with a Board of Governors (BOGs) to be constituted by the Central government. It will administer the institute and be responsible for the establishment and operationalisation of the institute. This is a part of Prime Minister's development package for Jammu and Kashmir. The institute, coupled with opening of IIT at Jammu, modernisation of NIT Srinagar and opening of two new AIIMS institutions, one each in Kashmir region and Jammu region, would go a long way in meeting the requirement of high quality living and education in the State. Is it sufficient to assuage the ruffled feelings of the Jammuites? Certainly not. They want uninterrupted power supply, drinking water and development of roads, industrial units which too could generate employment. The youth in Jammu want reservation or fixed quota in police, paramilitary forces and the Armed forces. The youth in Jammu have a grouse saying that if five additional police battalions are to be raised maximum recruitment is done from Kashmir. |
