DSE bans transfers, CEO unmoved; issues back dated orders

Jammu, Oct 14: Ignoring the Director School education (DSE) Jammu's orders banning transfers, the Chief Education Officer (CEO) Kathua has been issuing back dated transfer orders to defeat the Directors order.
It has been reliably learnt that the CEO issues the back dated orders to adjust his favourites. One such order is CEOK/36-96/98 dated 20/8/2016 which reads as, "Amit Kumar Khajuria, Teacher MHS Hiranagar Zone and Pritam Lal, Teacher Prangoli, Zone Sallan shall change their places of posting with immediate effect. The teachers so transferred shall be relieved immediately and compliance report shall be submitted to this office after weeks time positively."
Teachers alleged that these orders were issued after DSEJ restricted transfers but in backdates, which was also corroborated by the joining and relieving report of these two teachers in their respective schools.
Amit Kumar was relieved from MHS Hiranagar on 5th of October and he had joined High School Prangoli on 8th of October, whereas Pritam Lal was relieved on 7th of October from High School Prangoli and joined MHS Hiranagar on same date.
Moreover, the transfer order of these two teachers was also sent to their respective School heads for joining and relieving on 5th of October, from CEO office Kathua and not in the month of August, sources said.
The allegations are also leveled against the CEO office, for transferring/adjusting a total of 182 teachers as per order number CEOK/40217-46 dated 19/9/2016, only one day before the order of Director School Education, restricting transfers, but teachers alleged that that order was also issued in backdate.
"It is very surprising that Director restricted transfers on 20th of September and CEO Kathua issued transfer/adjustment orders of 182 teachers, which also raise suspicion over the date of transfer order", the teachers alleged.
Pertinently, the Director School Education Jammu vide order number DSEJ/Gen/37353-375 dated 21/09/2016 had communicated to all the Chief Education Officers (CEOs) not to effect any transfer /medication henceforth but CEO office Kathua is learnt to be defiant and has been effecting transfers.
If an enquiry will be ordered against CEO office Kathua, the whole drama of backdate orders will be exposed and those found guilty will be punished, the teachers said.
