Contractors lament as Police Housing Corporation reduced to 'dummy' entity
Accuse some police officers of giving lion's share to Police Construction Division

SRINAGAR, July 3: Created to take up mega development projects for the Jammu & Kashmir Police, the Police Housing Corporation (PHC) has been reduced to a small entity entrusted with the responsibility of carrying out menial projects in the state.
On the other side the Police Construction Division (PCD) is getting the big projects of the department. This is despite the fact that the PCD has not been authorized to carry out big tasks in the department.
A group of contractors working in PHC while sharing their views with Early Times said that the Corporation has been reduced to a dummy so as to shower benefits to a lobby of contractors which is yet to come up in the form of a full-fledged group.
"All this is being done to form a particular contractor lobby with the connivance of some police officials. Only a meagre portion of works are put to tenders with the rest being distributed without tenders among the familiar people who are enjoying close league to some police higher ups," said the group of contractors.
Matters have been made worse with the premature transfers of successive Managing Directors of the PHC within a year or so. The premature transfer has bulldozed the developmental works in the department with nobody bothered to look into the messy state of affairs.
"The transfer of three police officers as MDs of PHC in a year was a deliberate attempt and this has led to a complete mess at the corporation. Government departments like Roads & Buildings (R&B) and Jammu & Kashmir Projects Construction Corporation (J&KPCC) have entered into competition with the works being allotted to them or other departments and that too at the cost of PHC," said contractors.
Contractors said that if the things continue as they are going on the day is not far off when the Corporation will be locked. They said that in recent years it was only during the tenure of Dilbagh Singh as MD that the PHC fought it out with the Police Headquarters and was able to get its due share.
"The PHC was created to take mega projects of police department like in other states and for sometimes it executed the projects for police department. The PCD was created to do minor repairs and maintain works, but for last five years trend has got reversed," said contractors.
The contractors said that PCD is carrying out work on big and at times mega projects adding that on the other hand the PHC has been forced to get works from other departments. They demanded that sanity should be restored so that the huge works are given to the PHC with the less important works allotted to the PCD.
