JAMMU, Aug 3: In a glaring example of favouritism and violation of transfer rules, five Junior Engineers, who were transferred in different locations, have managed to modify their transfer orders within two months.
A complaint and transfer order copies are in the possession of Early Times.
On 28-5-2018, the Chief Engineer Er Armesh Raina had issued transfer orderd vide number 137, in which 24 Junior Engineers were transferred from one division to the other. It alleged that in the said order no criterian was followed as some of them have not even completed 2 years at the place of posting.
"There are numbers of JEs who have been sitting on the particular posts for the last more than 8 to 12 years but they were not transferred from their respective posting for the reasons best known to the Chief Engineer," it alleged, adding that the order was modified within 2 months and fresh order vide number CEM/J/171 of 2018 dated 28-7-2018, in which five JEs have managed their place of posting either in Mechanical Division Jammu or Mechanical Central Heating Division Jammu.
According to orders, Vimal Tikoo had been transferred from Mechanical Division Jammu to Rajouri but again he was transferred from Rajouri to Jammu within 2 months.
Opinder Raina had been transferred from Mechinical Division Jammu to Rajouri but same was again transferred and posted MH&CH Division Jammu. Rajesh Gupta had been transferred to Mech. Division Rajouri from Kathua but his order also modified and posted in Kathua again. JE Tahir Niaz, who was posted in Rajouri, transferred and posted Jammu but he also transferred to Mech. Division Rajouri. Similarly, Rakesh Singh transferred and posted Kathua but he also transferred again from Kathua to Jammu within two months.
The complainant, sought Governor's intervention in canceling of the modification of the said Junior Engineers and demand strict disciplinary action against the Chief Engineer and initiate an inquiry.
The Chief Engineer Er Armesh Raina could not be contacted.
