Early Times Report

SRINAGAR, Dec 21: It is quite unbelievable and ridiculous to think that one Assistant Professor would run a medical college anywhere in the world. One may laugh at this proposition in any part of world, but not Jammu & Kashmir.
The department of Health & Medical Education has so far issued appointment orders of 12 Assistant Professors (Lecturers) to run the five new medical colleges in the state. This means on an average couple of Assistant Professors are sufficient enough to run medical colleges located in different districts of the state. An official spokesman today said that to make the five new medical colleges functional from next academic session, the government has started the process for recruitment of faculty for these colleges. On the recommendations of Jammu and Kashmir Public Service Commission (JKPSC), the Health & Medical Education department has till date issued formal appointment orders of 12 Assistant Professors (Lecturer) for these colleges.
"The department has issued appointment orders of four Assistant Professors for Government Medical College (GMC) Kathua, one for GMC Rajouri, one for GMC Doda, four for GMC Anantnag and two for GMC Baramulla.
Pertinently, the government has sanctioned five new medical colleges at Kathua, Rajouri, Doda, Anantnag and Baramulla with an initial grant of Rs 189 crore for each medical college," said the official spokesman.
While analyzing the order properly it comes out that one lecturer (Assistant Professor in the present parlance) each would man the medical colleges located in districts like Doda and Rajouri. At the same time two lecturers would handle affairs of GMC Baramulla while as four lecturers each would oversee the functioning of medical colleges of Kathua and Anantnag.
A group of people talked to by Early Times said that the order issued by Health & Medical Education department is no more than a 'cruel joke' with the common masses of Jammu & Kashmir especially those who are living in the districts where the new medical colleges are coming up.
"Imagine the number of students getting admission at a medical college at Kathua, Anantnag and Baramulla. How can handful of Assistant Professors handle the affairs and teach the huge number of students getting admission at these medical colleges or other medical colleges located at Doda or Rajouri," said the group of people.
The people said that it is quite possible that Medical Council of India (MCI) would de-recognize these medical colleges before giving them to the formal recognition. They said the matters would be worse once the associated hospitals of the newly constructed medical colleges start functioning.
"The purpose of setting up a medical college at these places would be lost if associated hospital does not come up simultaneously. Given this fact how can one lecturer teach students and treat patients at the medical college and the associated hospital at a place like Rajouri or Doda," said the people.
The people said that it has taken ages for the Health & Medical Education department to advertise the posts for the newly constructed medical colleges. They said the process needs to be taken on fast track basis so that relief in real sense is provided to the common masses.
