Delimitation Commission to accelerate working after DDCs elections | | | Early Times Report
Jammu, Dec 15: Delimitation Commission constituted by the Union Government to redraw 90 assembly segments of newly created Union Territory (UT) of J&K will accelerate its working after completion of the District Development Councils (DDCs) elections. Highly placed sources said the panel will start working at grass-root level to prepare flawless report for redrawing assembly constituencies before assembly elections in J&K. “Union Government is waiting for completion of the DDCs elections as peaceful conduct of these elections will clear way for holding assembly polls”, sources said and pointed that by and large six phases of the eight phases DDCs elections have been conducted peacefully. Sources said experts have been engaged to identify different aspects which will be taken into consideration before redrawing assembly constituencies. Already a debate has been started that population should not be only criteria. It is clearly mentioned in section 60 of the J&K Reorganization Act that population would not be the sole criteria to redraw new assembly segments. Area, terrain, geographical compactness, means of communication and allied sectors would also be taken into consideration while re-shaping assembly segments in J&K. After the Ministry of Home Affairs (MHA) has taken the initiatives to set-up a Delimitation Commission on UT of J&K, intense debate has been generated about criteria adopted by the proposed panel to determine new assembly segments. Assembly elections will be held in J&K only after this panel will submit its recommendations for demarcating Assembly segments in the UT of J&K. In March, the Centre had constituted a delimitation commission, to be headed by former Supreme Court judge Ranjana Prakash Desai, to redraw Lok Sabha and assembly constituencies of the Union Territory. According to Section 60 of the Jammu and Kashmir Reorganisation Act, “...the number of seats in the Legislative Assembly of Union territory of Jammu and Kashmir shall be increased from 107 to 114...” Out of these, 24 seats are in Pakistan-occupied Kashmir. So effectively, the seats will go up from 83 to 90. |
