Rajouri: Outgoing CMO violates MCC, attaches 3 NHM workers | | | Avinash Azad Early Times Report
Jammu, Dec 15: Outgoing Chief Medical Officer (CMO) Rajouri has violated the Model Code of Conduct (MCC) by attaching three health workers posted in remotest areas, leaving the local populace in lurch. According to documents available with Early Times, CMO Rajouri Dr Sunil Sharma prior to his retirement issued transfer order of three health workers posted at sub centres (SCs) and mobile health team of remotest areas of Kalakote constituency to Community Health Centre (CHC) Kalakote. “Though the CMO cited “exigency and administration interest”, while issuing orders of but actually, he has given choicest posting, showing thumbs to the people who are solely dependent on these SCs and health workers for any kind of minor-major medical emergency,” locals said. “In view of certain exigency and in the interests of administration, following adjustments are hereby made after due telephonic approval director health service Jammu on 23/11/2020, Nirmal Devi posted at sub centre Kalka Mathyani shifted at sub centre Doonga Panglar and Mamta Devi posted at sub centre Doonga Panglar is shifted at CHC Kalakote”, order no. CMO/R/2020-21/5251-56, dated 23/11/2020 issued by CMO Rajouri Dr Sunil Sharma read. The CMO Rajouri prior to his retirement on November 30 issued another order of attachment in the same block. “In the interest of administration and recommended by the BMO Kandi dated 27/11/2020, the rationalisation/ relocation is hereby ordered with immediate effect. Virta Devi FMPHW RBSK Mobile Health Team (NHM) posted at RBSK Kandi is transferred and posted CHC Kalakote”, order no. CMO/NHM/R/2020-21/1831-36, dated 27/11/2020 issued by CMO Rajouri Dr Sunil Sharma read. Meanwhile, time and time the Mission Directorate of NHM J&K, has asked the CMOs (Vice Chairman District Health Society, revoke all attachments, deployments and relocation of NHM staff. “With reference to this office communication SHS/NHM/J&K/HMIS/24232-24279, dated 18/02/2020 it is once again informed that various attachments, deployments, relocations of the NHM staff are still being done by various Chief Medical Officers/ Block Medical Officers, without prior concurrence from this office, in contravention of the standing NHM norms/ guidelines, thereby resulting in adverse impact on implementation of various schemes under NHM, J&K”, Govt order no. NHM/J&K/HR/AD/1586-1619 dated 14/12/2020 issued by Additional Director NHM J&K Hitesh Gupta read. The order further read that is being requested upon CMOs to revoke all such attachments, deployments, relocations with immediate effect. “Action taken in this regard may be shared with this office within 4 working days positively. It has been reported by some of the District Health Societies have lack of coordination among the Programme Managements Units resulting in adverse impact on implementation of schemes. In this regard all Chief Medical Officers/ Block Medical Officers are requested to ensure the coordination among the Programme Management Units within their respective jurisdictions. Disobedience on the part of any NHN employee should be reported to this office for action as per rules”, the order read. It is pertinent to mention here that the similar orders in the past have been issued by the directorate of NHM J&K, but the CMOs and BMOs violated it time and again. “In Kalakote block, the CMO has issued attachments/relocation order just prior to his retirement, order of similar nature in other blocks Rajouri district cannot be ruled out”, a health worker said, wishing not to be named. CMO Rajouri Dr Shamim Bhatti when contacted said that she would check, if any violation of rules were found, the same would be fixed. “Few days back I joined here, I will try my best to comply with rules and regulation”, she added. |
