Cabinet Sub Committee submits report in no time | Congress concerns over Panchayat polls addressed with 'consensus'......? | | EARLY TIMES REPORT
Jammu, Jan 29: In what can be seen as creating a record of sorts, in terms of convening meeting in shortest possible time and submitting its report in no time, the cabinet sub committee set up for looking into Congress concerns on holding Panchayat elections, actually did this. The committee has claimed all issues have been 'resolved amicably' which will now pave way for holding the polls without any 'hitch'.
Apparently, in order not to have any further friction between the two ruling allies, the committee having all senior ministers on board agreed to what Congress had been asking for with regard to democratization and empowerment of the Panchayats. The 'consensus' on all issues led to swift drafting of the report which was submitted to the government later in the day. The Sub Committee has agreed to Congress demand for having Finance Commission constituted for the Panchayats which would look into their financial health besides suggesting ways for devolving financial powers to the.
The Sub Committee has also agreed unanimously to conduct three tier elections h...

Shun hard-line path, Azad to separatists | | | KUNAL SHRIVATSA
EARLY TIMES REPORT
JAMMU, Jan 29: Asserting that Government of India has already adopted a flexible approach for initiating a dialogue process to resolve Kashmir impasse, the Union Minister for Health and Family Welfare Ghulam Nabi Azad today called upon the separatists to shun the rigid and hard line path and accept centre's offer for talks.
"I request them (separatists) to show some flexibility in their attitude as it is high time to seize the opportunity and enter into a dialogue with Interlocutors. Even the Chief Interlocutor Dileep Padgaonkar has also remarked that anything will be meaningful only when the separatists come on board." Azad told reporters here today in...
| | No rotational CM | | | EARLY TIMES REPORT
JAMMU Jan 29: The former Chief Minister and Union Health Minister Ghulam Nabi Azad today categorically ruled out the possibility of a rotational Chief Minister between the ruling alliance partners.
Azad said rotational tenure for Chief Minister was an arrangement made before the formation of Cong-PDP coalition in 2002 only and the two parties followed it. However, when the present coalition was formed with National Conference no such agreement was entered into by the two allies.Ghulam Nabi Azad also said that he would not return to state politics before the completion of his tenure as Union Health Minister....
| | Two Congress rallies: Testing time for those playing double | | | SHAFIQ MIR
EARLY TIMES REPORT
Rajouri, Jan 29: Two Congress rallies being organized by two warring groups in the state of Jammu and Kashmir on 30th of January in state's winter capital are being seen as a testing time for those who have been playing double with both the groups in the past two and half years at least. And these rallies are likely to decide their fate of power in future.
The state congress unit in Jammu and Kashmir was divided soon after Prof. Saif-U-Din Soz was appointed as PCC chief in 2008 by the party high command and the situation remained same during his past two and half year tenure. One group was led by Soz while the other group came openly with former Chief Minis...
| | State of Congress in J&K, Battle-lines clearly drawn | | | NEHA
EARLY TIMES REPORT
JAMMU, Jan 29: Is the Congress party in Jammu is over? Leave alone Kashmir where the Congress has little or no stable support-base and where the political behaviour of most of the Congress leaders, including ministers, and NC and PDP leaders and separatists is almost identical in the sense that they always identify themselves with those who have scant regard for India. Take, for example, Abdul Ghani Vakil's stand on the hoisting of national flag at Srinagar's Lal Chowk. The answer to the question seems to be in the affirmative.
That the Congress has not been able to hold its own could be seen from the fact that most of the Congress ministers have not been able to ...
| | Indo-Pak Dialogue: For Islamabad water, not Kashmir, core issue | | | RUSTAM
EARLY TIMES REPORT
JAMMU, Jan 29: Reports from New Delhi clearly suggest that hectic discussions are on to restarted dialogue with Islamabad. Reports also indicate that Indian and Pakistani officials are in touch to give final agenda ahead of the foreign Secretary-level talks scheduled next week at Thimpu, Bhutan. At the same time, Indian Foreign Office (IFO) is not very sure if anything tangible would emerge during the talks. The apprehension is well-founded. New Delhi is aware of the Pakistani antics. There are elements in the IFO who are convinced that the forthcoming meeting between the foreign secretaries may end in a deadlock as before. Moreover, Islamabad has already made ...
