Jehangir Rashid SRINAGAR, Oct 29: Enforcement of Model Code of Conduct (MCC) in view of the upcoming Assembly elections has remained a distant dream so far since departments are carrying out transfers and postings of officials without any accountability whatsoever. The Urban Local Bodies department transferred or posted 10 employees after the imposition of MCC in the state. The department issued two orders regarding these transfers. The department gave back date to one of the orders while as the second order has been shown to be issued on October 25. On October 25, when Election Commission of India announced the dates for Assembly elections in the state the MCC came into effect in the state. The announcement for elections was made in the afternoon while as the two orders issued by Directorate of Urban Local Bodies, Kashmir were made public in the evening on the same date. It has cautioned them of stern action if they fail to mend their ways.
