CABINET EXAPNSION: Fate of ministerial aspirants continue to hang in balance

Srinagar, October 7 : In the absence of any clear cut understanding between the coalition partners over filling four existing vacancies in the Azad cabinet fate of several ministerial candidates continue to hang in balance. It is not yet clear why the delay has been caused as Chief Minister Ghulam Nabi Azad soon after the cabinet expansion made it clear that he would soon fill rest of the three vacancies. Following resignation by Deputy Chief Minister Muzaffar Hussain Baigs one more vacancy was created. The fact that even PDP has not till date staked its claim for elevation of one of its ministers to the rank of Deputy Chief Minister and for filling one Mr Baigs post has delayed second round of expansion. Informed sources said that Mr Azad wanted to induct one of the four MLAs belonging to the Panthers Party in the cabinet but he could not decide following continued rift between Prof. Bhim Singh,Chief of the Panthers party and Mr Harsh Dev Singh,a former Education Minister. New Delhi, Oct 7 The army was "reluctant" to inform the government about the presence of Pakistan-backed intruders in Kargil in early 1999 and did little initially to jointly plan and carry out operations to evict them, Air Chief Marshal (retired) A Y Tipnis has said. The army top brass kept saying they could handle the situation but insisted the Indian Air Force should provide helicopter gunships to support ground troops -- a request Tipnis turned down several times as he felt helicopters would be vulnerable to missile attacks and the use of air power would lead to an escalation. New Delhi, Oct 7 Prime Minister Manmohan Singh will raise with the leadership of Britain and the European Union (EU) next week India's concerns over cross-border terrorism in the backdrop of recent evidence that Pakistan's ISI and terror outfits based there were behind the July 11 Mumbai serial blasts. New Delhi, Oct 7 Opposed to clemency for Mohammad Afzal, facing execution in the 2001 Parliament attack, the BJP has sought an appointment with President A P J Abdul Kalam for tomorrow to request that the punishment should not be commuted to life imprisonment.
