Srinagar, Dec 30: While rampant corruption in Jammu and Kashmir Projects Construction Corporation (JKPCC) is a no secret, an illiterate person who was appointed as a mechanic in 1976 rose to the level of manager maintenance, a post held by an engineering degree holder.
Sources said Harcharan Singh who retired last year as manager maintenance managed his promotions by greasing palms of the higher ups in the Corporation from time to time. "There is a case going on against Harcharan in the Crime Branch for the last so many years, but due to his close proximity with higher ups, no action has been taken against him so far," they added.

Srinagar, Dec 30: The Hurriyat (G) chairman, Syed Ali Geelani today rejected former Pakistan Presi-dent, General Mus-harraf's four Point Formula as deceptive in nature and impracticable.
A statement iss-ued by the separatist conglomerate claimed that Musharraf during a meeting with Geelani had admitted that his formula actually sought status quo. "It is silent on self determination and makes no mention of sacrifices offered by the people of Jammu Kashmir", Geelani's spoke-sman, Ayaz Akber said.
Akber said the formula was a modified version of National Conf-erence's (NC) aut-onomy demand and People’s Democratic Party's (PDP) Self Rule Formula.
