| Ex-Cultural Secretary Masoodi in trouble, backdoor appointments scam resurfaces | | Muck in JKAACL! | | Early Times Report JAMMU, Dec 30: There seems to be no end to the troubles for high profile ex-Secretary of Jammu and Kashmir Academy of Art, Culture and Languages (JKAACL) Dr. Rafeeq Masoodi. Backdoor appoi-ntment scam has returned to haunt him. Sources said that a 'confidential inquiry' has revealed the muck which Masoodi had left behind in the Cultural Academy after he was handed over 'propaganda' responsibilities in Doorda-rshan purportedly on express recommendation of the then Chief Minister of Jammu and Kashmir Ghulam Nabi Azad. Dr Rafeeq Masoodi was called back by Union Ministry of Information and Broadc-asting from his deputation in J&K Government and appointed Director of Doo-rdarshan Kendra (DDK) Srinagar. They added that the inquiry was initiated on the repeated requests of noted writer, Deputy Chairman of Legislative Council and NC MLC Mohammed Yousuf Taing. A researcher, scholar, critic, writer and historian, Taing had been raising the issue of backdoor appointments in JKAACL since long and demanding probe into all the appointments made in the Academy since Dr. Rafeeq Masoodi took over to the time when he left, followed up by the tenure of Zafar Iqbal Manhas. Sources said that government preferred not to order an inquiry for quite a long time, assuming that intellectuals and people associated with art and culture cannot indulge in backdoor appointments. They added that state government would often defend appointments, stating that Masoodi could not have committed the wrong since Academy has always had battery of national and internationally known intellectuals, artists, writers, thinkers and critics associated with it. This was followed up by a known literary thinker and artist writing a confidential letter to Chief Minister Omar Abdullah, giving details of backdoor appointments made by respective secretaries, said the sources. They added that details contained appointments made by following rules and regulations as well as vice-versa. There were backdoor appointments where rules had been violated while there were also cases of illegal appointments made by adhering to rules. The letter resulted in Chief Minister Omar Abdullah ordering full-fledged internal probe into allegations leveled by a person of integrity and high repute. Sources said that the inquiry revealed the truth behind the allegations and accusations against Dr. Rafeeq Masoodi. They added that cases of backdoor appointments made in violation of all norms and regulations have been established. "The report has been submitted to the government for early action," said a source. He said that those who have been appointed through backdoor have completed more than four to five years in office. "Government must initiate necessary legal as well as criminal action against the ex-secretary of JKAACL. He has been enjoying luxuries of life in New Delhi. It is the responsibility of the government to deliver justice in right earnest especially when they have come to know about the magnitude of wrongs committed by ex-Secretary," added the source.
