| JKPCC has an illiterate maintenance manager ! | | | Early Times Report Srinagar, Dec 30: While rampant corruption in Jammu and Kashmir Projects Construction Corporation (JKPCC) is a no secret, an illiterate person who was appointed as a mechanic in 1976 rose to the level of manager maintenance, a post held by an engineering degree holder. Sources said Harcharan Singh who retired last year as manager maintenance managed his promotions by greasing palms of the higher ups in the Corporation from time to time. "There is a case going on against Harcharan in the Crime Branch for the last so many years, but due to his close proximity with higher ups, no action has been taken against him so far," they added. The Crime Branch in its letter number CR/QHZ/9470 dated 3-6-2008 had asked the JKPCC authorities to submit a copy of rules governing promotion policy in the Corporation, copies of qualification and date of birth certificates, and other related documents which could have established that the official had committed a fraud. "However, Harcharan through his contacts managed to delay the submission of the documents to the Crime Branch and succeeding in hushing up the case," sources alleged. Records reveal that Harcharan was appointed in the Corporation on 4-12-1976 as a mechanic and was designated as foreman on 9-6-1986 in his own pay and grade. The official records say, he was promoted as senior foreman on 24-7-1996 and subsequently given another promotion as chief foreman on 10-6-1998. The official was re-designated as manager maintenance on 27-01-2001 and on 5-10-2001 he managed to bring himself in the pay scale of manager maintenance in violation of norms. "Ironically none of the orders issued from time to time to promote Harcharan are available in the records of JKPCC. He must have drawn more than Rs 10 lakhs as extra salary due to fake promotion orders during the last 10 years", sources said. In a similar case in the JKPCC, a senior official Fayaz Ahmad Khan was demoted after the Crime Branch investigation found that he had fraudulently got the promotion. "The JKPCC higher ups took no time to revert back Khan to lower post after Crime Branch investigation confirmed that he had done wrong. His salary wasn't revised as per sixth pay commission after the fraud was detected. However, in Harcharan's case no action has been taken," said a senior official of the Corporation. There is no mention of Harcharan's qualification on his service book which establishes that he wasn't even a matriculate.
