Government makes mockery of ETTC admission 2011-13
Succumbs to the pressure, reopens admission after 8 months

srinagar, Sept 12: In yet another glaring example of official inertia, the Jammu and Kashmir Government has reopened the admissions for undergoing Elementary Teaching Training Course in private institutions despite the fact that the same was closed way back in January 2012. This according to sources, has been done owing to the pressure from promoters of private ETT colleges which include a good number of politicians and Ministers in the Omar Abdullah led coalition Government.
The official documents available with Early Times suggest that the counseling for admission to ETTC First Year, 2011-13 had started in Jammu division on December 12, 2011 and it ended on January 12, 2012, while in Kashmir division no counseling was done as none had applied there for admission to 2011-13 academic session.
The documents suggest that in Jammu division, out of 22643 candidates who had applied for admission to this course only 9815 candidates appeared for counseling. It merits a mention here that at present there are about 503 ETT institutions in Jammu division with intake capacity of 127-159 candidates in each institute which means that more than 72,000 candidates are required to fill all the seats in these institutions. Interestingly, the data available with the Early Times show that about 200 institutions have not enrolled even a single candidate while about 80 institutions have less than 10 candidates admitted for the session 2011-13. What is even more interesting is the fact that a number of ETT colleges owned by politicians and Ministers have so for failed in attracting the students for enrollment in their respective colleges and it was in this backdrop that the high profile politicians directly or indirectly built pressure on the Government to reopen the admission which until now was a closed chapter.
Sources within Education Department told Early Times that many high profile politicians and Ministers who are among the ETTC promoters built tremendous pressure on the Government forcing it to reopen the admission for 2011-13 closed as early as in January 2012.
Interestingly the admissions have been reopened in brazen violation of the norms and the academic calendar of ETTC. As per the Government order No. 100-Edu of 2011 dated : 10-02-2011, the notification for admission has to be issued in the first week of May every year and the fresh applications for admission including management quota has to be received by the BOSE between May 15 to June 15. However, owing to the pressure from the promoters of private ETT colleges, the State Board of School Education had constituted a committee comprising on Director Academics (central), Joint secretary, Exams/ETT, JD, Joint Secretary Estates, JD and Deputy Secretary, ETT, JD which observed that to reopen the fresh admissions or "on Spot' counseling at this stage shall not be feasible and practicable for BOSE due to the busy schedule of different Board Examinations. The Committee also suggested that since admission to ETTC 2011-13 stands closed, a fresh notification for admission to ETTC First Year 2012-14 be issued in the month of April 2013. However, the Government ignored the suggestions of BOSE and vide its order No. ETT/NTT/35/2009 dated 05-09-2012 asked for regularization of "left out candidates" in ETT course in the session 2011-13.
Sources within Education Department told Early Times that though many high profile politicians built pressure on the Government to reopen admission for ETT course who also arranged meetings between Chief Minister and ETT promoters, however, Chief Minister, at the first instance was not impressed by the plea but finally they (ETT promoters) used Revenue Minister Raman Bhalla who vide No. PS/HRM/12/665 dated July 23, 2012 shot a letter to the Principal secretary to CM, BB Vyas asking him for appropriate action into the matter.
Sources also disclosed that though Chief secretary Madhav Lal also resist the move at the first instance but he softened his view point subsequently and ensured that directions for reopening of ETT First Year admission 2011-13 shall go to the BOSE.
They said that ETT promoters were given 15 days time by the BOSE to submit the list of so called "left out candidates" along with the fee, however, the promoters are now pressing for extension of the last date in order to enroll as much candidates as they can.
Meanwhile, insiders told Early Times that ETT promoters have utilized the services of brokers to attract students from other States and soon the number of candidates will swallow from mere 9815 to 60,000.
