Army assessment on security situation in J-K | Pak Role, CM's Failure | | Rustam JAMMU, Sept 20: The Army yesterday expressed its grave concern over the manner Kashmiri extremists are targetting Panchs and Sarpanchs and other civilians in the restive Valley and said the security situation in the State is not just fragile but it is also passing through a critical stage of transformation. "We (State) are transforming from high intensity proxy war to lower levels of violence but the situation nevertheless is very fragile," General Officer Commanding-in-Chief (GOC-in-C), Northern Command, Lt Gen KT Parnaik said while talking to the reporters after inaugurating a three-day mela organised by the Army in Nowshera border belt of Rajouri district. He cautioned in unequivocal language against "triggers" which have the potential of changing the security scenario in the State in no time and asserted that "Jammu and Kashmir is passing through a sensitive stage of transformation". Lt Gen Parnaik, who is known for plain-speaking, said: "Three things are important. Ability to check and prevent infiltration (from across the border), to that extent we have strengthened our deployment along LoC and we are ensuring that maximum infiltration attempts are foiled and negated. However, some infiltration bids do succeed and as a result there is influx of some new terrorists in the State, but they have not been able to create any perceptible violence. The worry is that they have been targetting police, sarpanchs and other civilians-- it is a cause of worry. The need of the day is to dominate areas and not to allow resurgence of terrorism in the State that is our focus". He also informed that the Army this year killed 44 militants and arrested 24 and that the Army has been able to "eliminate and neutralise" some leaders of extremists. In other words, he underlined the need to check infiltration, protect Panchs, Sarpanchs and other civilians and create an environment that frustrates the extremists' design to trigger violence and vitiate the security situation. Three things were very clear from what he said. One was that Pakistan continues to send saboteurs to the State with a view to cause anti-India disturbances in the State in general and Kashmir valley in particular. In fact, he cautioned against the Pakistani evil designs and suggested that the Army have to see to it that no infiltration attempt succeeds. The other was that Panchs, Sarpanchs and other civilians have to be protected at any cost. He did not say that it is the duty of the State Government and its police force to protect Panchs, Sarpanchs and other civilians, but he actually meant that. He indirectly blamed the State Government, nay the Chief Minister, for not doing enough in this regard. It is the Chief Minister who holds the vital Home portfolio. Everyone knows that the attitude of the Omar Abdullah-led coalition Government towards separatists and terrorists is very soft. It is this attitude of his that has emboldened the anti-India forces to target Panchs and Sarpanchs and force them to resign. The third was that it was incumbent on the Army and the civil administration to create a situation that doesn't help extremists and separatists regroup themselves. In other words, he suggested a strong policy without saying so. It is hoped that the political establishment would take a serious cognizance of the suggestions made by Lt Gen Parnaik and arm the Army with some more powers so that our soldiers could do what is required to end the scourge of violence on a permanent basis. |
