Struck between unkind divinity, insensitive Government | Physically challenged await justice | | Abodh Sharma JAMMU, Sept 20: Successive Governments in Jammu and Kashmir have religiously pursued their apathetic and lackadaisical attitude towards the physically challenged. Despite reservations provisioned to them under the Reservation Act 2005 and SROs issued from time to time, number of handicaps absorbed in Government jobs and professional colleges is negligible. Physically challenged have been given a 3 percent reservation in Government jobs, they can be counted on fingers in over 3 lakh strong army of Government employees in the State. This three percent which has been further distributed equally (1% each) between blind or low vision, hearing impaired and those with locomotor or cerebral palsy, is provisioned only horizontally and not vertically, which is a further indication of the Government's insensitivity towards them. Even if this percentage was dispensed honestly, there should have been 9000 physically challenged employees in the State Government. While this is the state of affairs in the recruitment to Government jobs, there has been no provision of reservation for the physically challenged in the professional colleges or the institutes of higher education including the universities. A reservation of 8 percent for SC and 11 percent for the ST has however been provisioned for entrance in the professional colleges. "It is under consideration," said an officer in the establishment section of the University of Jammu. "We have received some guidelines from the UGC and also from the State Government and they are under the active consideration of the university," he added. The story of Government's apathy however does not end here. While in promotions, 22 percent reservation has been provisioned for SC (4%), ST (5%), RBA (10%), ALC (2%) and weak and underprivileged (1%), there is nothing for the physically challenged. Democratically elected Governments are expected to ensure deliverance of justice to the weaker sections of people and give them more than equitable opportunities to gain parity with those who have been privileged; But, unfortunately, while the Government in States and the Center strengthened their vote banks by playing reservation card in the name of social justice, they did grave injustice to their physically challenged subjects, who were rendered week and incapable due to a stroke of (ill) luck. |
