Did Army swindle funds for Mini Hydel Projects? | Sadbhavna turns Durbhavna! | | Abodh Sharma jammu, Sept 27: Just a few years after they were commissioned, hundreds of Mini Hydel Projects constructed by the Army under operation Sadbhavna in the far flung border areas of the State are either lying defunct or have been certified unfit by the inspecting technical teams, thereby draining of crores of rupees sanctioned through Prime Minister's Reconstruction Plan in the State. Of the 1000 such MHPs sanctioned for providing Power to the people living in these difficult regions in shortest possible time, 735 were entrusted to the Army. While 300 were to be constructed directly by the Army under operation Sadbhavna, funds for the other 435 to be constructed by the Ministry of New And Renewable Energy Sources were also placed at the disposal of the Army. An amount of Rs. 87 crore was released by the Jammu and Kashmir Energy Development Agency, which was the nodal agency for the construction of 435 MHPs to be constructed by Ministry of New and Renewable Sources to the Northern Command vide sanction order No. 21005-SHP dated August 12, 2005. The Science and Technology Department of the Government of Jammu and Kashmir, vide their office order No. 34-ST of 2007 constituted inspecting teams, consisting of Assistant executive engineers of the area, Block Development officer concerned and an officer of the Army of the rank of Major to inspect the MHPs. These inspecting teams found that the work on the MHPs constructed by the Army was far below specifications and most of the MHPs were actually lying defunct. In his letter written to the Principle Secretary Power, the then Power Development Commissioner wrote "None of the MHPs inspected by the inspecting teams in Jammu and Srinagar divisions was found fit for issuance of fitness certificate. Of the 28 MHPs inspected in Uri area, 8 were found non functional and 3 were locked. In Rajouri, one out of the four MHPs inspected was non functional. The inspection report also revealed that the quality of civil, electrical and mechanical works was not up to the mark. In another inspection report, Executive Engineer Jammu reported 11 discrepancies in the MHPs. The report said that "No earthings or alternators and allied equipments have been provided, water regulating governors have not been provided, there is no specification plate on the alternators, caution notices have not been provided, test reports and other documents relating to installation of equipment have not been submitted, GI support wire has not been provided, the voltage at certain places was far below specification and technical specifications of the material procured are not clear from the supply order. The recommendation were also made by the inspecting teams to insist upon the Army authorities to ensure that all the discrepancies pointed out by the inspecting teams were taken care of. |
