Rahul kills two birds with one stroke

JAMMU, Oct 6: Rahul Gandhi has killed two birds with one stroke. Congress general secretary said he can't force the State Government to adopt 73rd and 74th Constitutional amendments but at the same time made his intention clear that these will be in the interest of J&K for empowerment of panchayats.
Article 243 had clearly stated and also defined some powers rest with the States to implement some provisos of the Amendments.
In respect of J&K Government any Parliamentary Act can't be adopted in toto unless rectified or passed by the State Assembly.
Rahul taking right cue from Constitution had made this politically correct statement.
Rahul Gandhi, who is considered as Prime Minister in waiting, had tried to sound that he is not in confrontation mode keeping in view the quasi-federal structure of the Constitution.
But at the same time suggesting that these amendments will be in the interest of empowering panchayats has also made his point clear.
It had quid-pro-quo effect.
Rahul stopped from entering into confrontation mode but made Government to go for Block Development Councils.
The Congress by putting consistent pressure had made State Government to make announcement in this regard which is the most important second tier of the Panchayati Raj.
The National Conference finds it hard to share power leave alone to Panchayats. It's in the DNA of NC to have centralized power system and that Kashmir centric.
It is only the compulsion of staying in power that NC had succumbed to Cong pressure for de-centralisation of the power.
Rahul Gandhi by calling on Panches and Sparpanches had tried to make his point clear to the Chief Minister that he is sensitive to them but by not going into confrontation mode had tried to send message that he is also sensitive to regional politics but also send the important signal that any regional party with whom Cong would share power would also have to be sensitive to the political vision and aspirations of the pan-Indian national party.
